The Financial Analysis & Accounting division of Hennepin County is in search of a Senior Financial Management Analyst to conduct in-depth evaluations of key revenue sources within Human Services, explore funding alternatives for contracted services, and monitor legislative developments for potential revenue enhancements.

This role is situated within the Strategic Revenue unit and will collaborate closely with Hennepin County leadership, contract administrators, and service providers.


Location and Work Schedule:
This position is remote.

Remote employees may be required to attend on-site meetings, training sessions, or other events as deemed necessary by their supervisor, with a potential requirement of 0 to 12 days per year (additional days may be needed for onboarding and training).

Supervisors will provide as much advance notice as possible. Typical work hours are Monday through Friday, from 8 a.m. to 4:30 p.m. Candidates must reside in or be willing to relocate to Minnesota based on the needs of the position.

This role is classified internally as a Financial Management Analyst, Senior.

Key Responsibilities:


Act as a liaison between Hennepin County Financial Analysis & Accounting, Contract Management Services, and various service areas to review contracted services and identify alternative funding strategies, including optimizing Medicaid utilization by contracted vendors.

Conduct financial analyses regarding the costs associated with contracted services and assess the impact of alternative funding sources.

Collaborate with contracted providers to assist them in securing alternative funding.

Identify opportunities for revenue optimization related to legislative changes and Department of Human Services policies.

Provide necessary information to enable management to make informed decisions regarding revenue enhancement or cost reduction.

Assist in maintaining financial models, dashboards, and the development of revenue forecasts and budgets.


Qualifications:

Required:


One of the following:


Master's degree in business administration, economics, public administration, or a related field with at least one year of experience in analyzing, explaining, and presenting numerical data, such as financial reviews, accounting, or statistical analysis.

Bachelor's degree in the aforementioned fields with a minimum of two years of experience in similar analytical roles.

Six or more years of experience in roles involving the analysis, explanation, and presentation of numerical data.


Preferred:
Experience in managing, drafting, or reviewing government contracts for social services programs.
Proficiency in advanced Excel functionalities.
Experience in drafting financial reports, models, and dashboards.
Familiarity with social service programs and compliance requirements.
Knowledge of federal and state programs, including Medicaid and Managed Care organizations.
Ability to effectively communicate complex financial and legislative information to diverse audiences.
Demonstrated ability to work collaboratively with peers and stakeholders at various organizational levels.
Commitment to promoting racial equity and addressing disparities within programs and services.
