Job Summary

We are seeking a highly skilled Environmental Consultant Contract Manager to join our team at the VA Department of Transportation. As a key member of our Environmental Division, you will be responsible for leading the procurement of professional and non-professional services, including developing Requests for Proposal (RFP) and Information for Bids (IFB) documents.

Key Responsibilities
  • Lead the procurement process for professional and non-professional services, including developing RFP/IFB documents and participating on consultant selection panels.
  • Administer contracts, including reviewing/approving invoices for compliance with contract terms, processing contract renewals and supplements, and issuing Notice to Proceed's for Task Orders.
  • Track contract balances, update consultant staff rosters, and oversee the quarterly contract reconciliation process.
  • Work with project managers, procurement officers, and consultant partners to ensure effective contract administration and customer service.
  • Develop and maintain relationships with consultants and vendors to ensure compliance with contract terms and conditions.
  • Provide guidance and support to team members on contract administration activities.
Requirements
  • Current or previous experience supervising employees.
  • Ability to effectively lead a team under the pressure of deadlines, providing clear direction, optimizing work processes, and making decisions.
  • Skilled in the use of computers, including spreadsheet and database software programs.
  • Virginia Contracting Associate (VCA) Certification or similar is required.
  • Knowledge of and the ability to interpret state and federal environmental laws, regulations, policies, and procedures.
  • Ability to read and interpret contract terms and conditions, special provisions, and various environmental scopes of work.
  • Skilled in Contract Administration activities, including issuing task orders, processing renewals and supplements, ensuring compliance with contract terms, maintaining records, and closing contracts.
  • Experience developing RFP/IFB documents, serving on consultant selection panels, and negotiating staff placement for the procurement of professional and non-professional services.
  • High level of attention to detail with the ability to review invoices to ensure terms and conditions, costs, and documentation are in compliance with contract requirements.
  • Skilled in providing great customer service to internal and external customers.
  • Ability to build rapport and convey technical information in a format easily understood by diverse groups.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Experience reflecting knowledge of procurement policies for professional and non-professional services.
Preferred Qualifications
  • Experience with Cardinal is desired.
  • Experience with CEDAR is a plus.
  • Experience working with professional-level environmental programs.
  • Working knowledge of the application Federal Disadvantaged Business Enterprise (DBE) programs and the Commonwealth's Small, Woman, and Minority (SWaM) programs in public contracting.
  • A combination of training, experience, or education in Environmental Sciences, Environmental Management, Public Administration, Business Management, or related field is desired.
