The City of Richmond Department of Public Works is in search of a highly skilled individual to assume the role of Senior Management Consultant. This role entails overseeing Accounts Payable and providing support to the Operations and Program Manager within the Facilities Management Division. The focus will be on cross-functional activities aimed at ensuring uniformity in essential areas such as communication, standard operating procedures, workflow, and process enhancement. This position demands independent assessment and analysis of issues related to executing multiple tasks and making informed decisions.

Key Responsibilities Include:
  • Maintain precise records and ensure accounts payable documentation aligns with city standards.
  • Oversee Facilities Management Capital Improvement Program (CIP) project initiation, monitor CIP budget expenditures, reconcile invoices, and deliver bi-weekly CIP budget reports.
  • Verify and process General Fund invoices.
  • Ensure accuracy of purchase orders.
  • Guarantee timely payment of invoices.
  • Assist in the preparation of Invitations for Bids (IFBs), Requests for Proposals (RFPs), and Requests for Qualifications (RFQs).
  • Manage the accounts payable program and develop related policies.
  • Prepare, draft, and update various reports, forecasts, analyses, invoices, budgets, and other documentation.
  • Demonstrate proficiency in operating a Computerized Maintenance Management System (CMMS), preferably Brightly Software, including service request submissions and work order management.
  • Input data into the RAPIDS database and collaborate with Procurement representatives on requisitions and contract matters.
  • Monitor and execute various financial transactions, including expenditures, budgets, and reconciliations.
  • Conduct training sessions for staff as necessary.
  • Support and collaborate with colleagues to ensure the accuracy of information and serve as a liaison to vendors for payment matters.
  • Assist with month-end closing activities, including reconciliations and accruals.
  • Communicate with vendors and respond promptly to inquiries regarding invoices or payments.
  • Assist the manager with document preparation.
  • Participate in weekly staff meetings and provide updates.
  • Perform additional related duties as assigned.
Qualifications:

Minimum Training and Experience:
  • Bachelor's degree in business/public administration or a related field.
  • Two (2) years of experience in a relevant area, particularly accounts payable.
  • An equivalent combination of training and experience may be considered.
Licensing and Certifications:
  • VCA Certification Preferred (Virginia Contracting Associate).
Knowledge, Skills, and Abilities:

Knowledge: Proficiency in computer programs, including Microsoft Office Suite; understanding of department-specific operations; familiarity with electronic databases and software applications; strong oral and written communication skills; knowledge of ordinances, government regulations, and customer service principles; and basic accounting knowledge.

Skills: Ability to analyze complex issues, manage budgets, communicate effectively, draft documents, and oversee financial transactions.

Abilities: Adaptability, analytical thinking, decision-making, multitasking, and problem-solving.

Environmental Hazards: Potential exposure to travel, hazardous physical conditions, and various atmospheric conditions.

Physical Requirements: The role may require performing detailed work on multiple tasks with frequent interruptions. The essential duties may involve talking, hearing, seeing, and performing repetitive motions, as well as occasional physical activities such as climbing or lifting.
