Chief Human Resources Officer

The Chief Human Resources Officer is responsible for leading the district's human resources functions, ensuring high-quality staffing and retention of district personnel. This role requires a Master's degree in human resources, business administration, education, or equivalent, and five years of successful administrative experience in human resources or public schools.
Key Responsibilities:
Oversee the overall human resources functions of the district, including recruitment, retention, and employee relations.
Develop and implement effective recruitment and retention strategies, ensuring a diverse and talented workforce.
Administer and oversee orientation programs for new employees, employment contracts, and supervises contract renewals and nonrenewals.
Provide equal employment opportunity and ensure compliance with federal and state laws and regulations.
Analyze wage and salary data and recommend effective compensation plans.
Develop and implement procedures for salary administration and placement of new hires.
Administer leave benefit programs and monitor employee attendance patterns.
Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel.
Promote collegiality, teamwork, and collaborative decision making among staff.
Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
Coordinate communication and mediation processes for employee complaints, grievances, and concerns.
Monitor employee retention and turnover through analysis of data and exit interviews.
Ensure that the employee handbook and personnel directory are created, updated annually, and distributed.
Develop and monitor the annual budget for Human Resources.
Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.
Supervise personnel records management and oversee compliance with the state records management program.
Hire, organize, and direct the work activities of department staff.
Evaluate job performance of department staff to ensure effectiveness.
Provide training and development for department staff.
Ensure that department operations contribute to the attainment of district goals and objectives.
Develop and monitor the annual budget for the division.
Attend board meetings regularly and make presentations to the board.
Participate in professional development activities to maintain current knowledge of human resource and communication rules, regulations, and practices.
Assist the Superintendent and Board in developing policies and programs.
Perform all other duties as assigned.
Requirements:
A Master's degree in human resources, business administration, education, or equivalent, and five years of successful administrative experience in human resources or public schools are required. A personal cell phone is required to handle district-related business, including after hours, or when away from the office on district business.
Working Conditions:
This position requires a strong understanding of human resources principles, practices, and laws, as well as excellent communication, public relations, and interpersonal skills. The ability to analyze and interpret data and statistics, manage budget and personnel, and implement policy and procedures is also essential. The Chief Human Resources Officer must be able to work cooperatively with principals and departments, coordinate effective communication with district personnel, community stakeholders, other school systems, agencies, and professional and community groups, and provide updated communications and human resources training for the district.
