Become a key member of our team, dedicated to supporting critical mission-oriented testing for our esteemed partners in the Intelligence Community (IC). In this role, you will be responsible for coordinating tests, engineering assessments, and managing projects related to GEOINT Trust. You will act as a technical intermediary between government entities, industry leaders, and academic institutions.

Key Responsibilities of the Lead Technical Program Manager:

  • Oversee the planning, preparation, and execution of field testing activities as the Lead Test Engineer.
  • Direct GEOINT Trust projects and experimentation initiatives, encompassing the design, management, and execution of various test events.
  • Ensure proper oversight of facilities and mission-critical equipment for conducting basic, applied, and advanced concept development utilizing ground, aerial, and space-based electro-optical systems, along with other specialized equipment for data collection.
  • Manage collaborative efforts with mission partners and coordinate experimental support with Intelligence Community stakeholders.
  • Establish and maintain program execution timelines, milestones, deadlines, and deliverables for both government and commercial initiatives, with a strong emphasis on data governance.
  • Implement engineering principles across multiple disciplines, including electro-optical sensors, solid-state lasers, and the integration of algorithms/software into hardware systems.
  • Formulate plans, including budget and schedule, for collaborative projects with mission partners, including commercial entities and other government agencies.
  • Advocate for prioritized initiatives to fulfill customer and mission partner objectives in data collection, analysis, and reporting.
  • Enhance the understanding and application of new GEOINT data sources, while developing or prototyping methods for calibrating, correcting, processing, analyzing, and exploiting existing and future data sources.
  • Conduct activities to advance the comprehension of data from current and emerging sensors, including data formats; assess and monitor data quality; explore applications of the data to relevant challenges; and improve processing techniques and algorithms.
  • Provide strategic recommendations for planning, forecasting costs, and executing experimentation events.
  • Draft test plans and reports that document any deficiencies and issues identified during testing and evaluation events.
Qualifications for the Lead Technical Program Manager:
  • Must be a US citizen with an active TS/SCI security clearance.
  • Bachelor's Degree with a minimum of 10 years of relevant experience.
  • At least 7 years of experience in test and evaluation within DOD intelligence or command, control, and communications programs/projects.
  • A minimum of 5 years of progressively complex experience in testing and evaluating DOD or IC intelligence systems.
  • Ability to perform system engineering functions, including tracking requirements, risks, and mitigation strategies.
  • Build and maintain relationships with subject matter experts and stakeholders to capture test requirements, capability gaps, and T&E infrastructure project summaries.
  • Strong understanding of active and passive sensor phenomenology, capabilities, and limitations.
  • Proven oral and written communication skills, including the ability to prepare technical briefings for both technical and non-technical audiences.
Preferred Qualifications:
  • Master's Degree with 8 years of experience.
