Minimum Qualifications:

You must be a qualified employee of the New York State Office of Mental Health or the New York State Office For People With Developmental Disabilities and have had twelve months of permanent competitive or 55-b/55-c service as a Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Nursing), Training Specialist 1, Training Specialist Trainee 1, Training Specialist Trainee 2, Training Specialist 1 (Mental Hygiene), or Training Specialist 1 (Nursing).


NOTE:

If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

If certified by Civil Service, mandatory re-employment list candidates must be considered first for appointment to this title.

Key Responsibilities:

The incumbent will serve as a seasoned professional in staff development, acting as a direct assistant to the Director of Talent Development and Training.

Responsibilities will emphasize the management of workforce learning initiatives that align with OPWDD's core mission to empower individuals with developmental disabilities to lead fulfilling lives.

Essential skills will include strong interpersonal abilities, effective verbal and written communication, organizational skills, and the capacity to manage multiple priorities.

Specific Duties Include:

  • Training, supporting, and supervising trainers/instructors to ensure instructional quality and effectiveness.
  • Possessing or being willing to obtain and maintain instructor and instructor-trainer certifications, including PROMOTE, based on identified needs.
  • Designing and delivering a variety of high-quality learning experiences as determined by identified needs and mandates.
  • Evaluating the quality and effectiveness of existing training programs and implementing targeted improvement strategies.
  • Collaborating with a diverse group of administrators, clinicians, and others to identify staff development and training needs and formulate effective strategies to achieve desired learning outcomes.
  • Willingness to travel as necessary to attain certifications and assist OPWDD statewide.
  • Participating as a member of the Development Council and/or other committees, managing and facilitating meetings, and providing support to managers in service delivery.
  • Utilizing the Statewide Learning Management System (SLMS) and other monitoring tools to review training data and records to ensure compliance with training mandates and regulatory requirements.
  • Creating training schedules to optimize resources, ensure outcomes, and minimize operational disruptions.
  • Employing WebEx and MS Office tools (WORD, POWERPOINT, EXCEL, OUTLOOK, TEAMS) to develop professional training documents and manage communications.
  • Conducting New Employee Orientation sessions.
  • Ensuring compliance in required trainings for instructors.

Supervision:
  • Overseeing Training Specialist 1's and other team members.
  • Performing additional duties as assigned.
