Candidates must be qualified employees of the New York State Office of Mental Health or the New York State Office For People With Developmental Disabilities, with a minimum of twelve months of permanent competitive or 55-b/55-c service in roles such as Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Nursing), Training Specialist 1, Training Specialist Trainee 1, Training Specialist Trainee 2, Training Specialist 1 (Mental Hygiene), or Training Specialist 1 (Nursing).


NOTE:

If three or fewer promotional candidates express interest, the agency may nominate a qualified employee for non-competitive promotion under Section 52.7 of the Civil Service Law. Certified candidates on the mandatory re-employment list must be considered first for appointment.


Duties Description

PRIMARY DUTIES AND RESPONSIBILITIES:

The selected candidate will be an experienced professional in staff development, serving as a key assistant to the Director of Talent Development and Training.

Responsibilities will emphasize the management of workforce learning initiatives that align with OPWDD's mission to enhance the lives of individuals with developmental disabilities.

Essential skills will include effective interpersonal communication, strong verbal and written skills, organizational capabilities, and the ability to manage multiple priorities.

Key Responsibilities Include:
  • Training, supporting, and supervising trainers/instructors to ensure high instructional quality and effective learning outcomes.
  • Possessing or being willing to obtain and maintain instructor and instructor-trainer certifications, including PROMOTE, based on identified needs.
  • Designing and delivering a variety of high-quality learning experiences based on identified needs and mandates.
  • Evaluating the quality and effectiveness of existing training programs and implementing targeted improvement strategies.
  • Collaborating with a diverse group of administrators, clinicians, and stakeholders to identify staff development and training needs, developing effective strategies to achieve desired learning outcomes.
  • Willingness to travel as necessary to obtain certifications and support OPWDD statewide.
  • Participating in the Development Council and/or other committees, managing and facilitating meetings, and providing support to managers in service delivery.
  • Utilizing the Statewide Learning Management System (SLMS) and other monitoring tools to review training data and ensure compliance with training mandates and regulatory requirements.
  • Creating training schedules to optimize resources, ensure outcomes, and minimize operational disruptions.
  • Employing tools such as WebEx and MS Office (WORD, POWERPOINT, EXCEL, OUTLOOK, TEAMS) to develop professional training documents, manage communications, and conduct meetings.
  • Instructing New Employee Orientation, specifically covering PRAISE and Individual Rights.
  • Providing training and ensuring compliance in required trainings (e.g., PROMOTE, OER Supervisory Training).

  • Supervising Training Specialist 1s and other departmental staff.
  • Performing additional duties as assigned.
