The Biosecurity Preparedness Manager will be responsible for the development, coordination, and delivery of regulatory and policy contributions to the Exotic Disease Animal Preparedness Program within the Department of Energy, Environment and Climate Action. This role will also encompass the expansion of initiatives to include responses related to plant biosecurity. The primary objective is to ensure that the legislative framework and associated policies supporting responses to exotic animal diseases (EAD) and plant biosecurity are effectively established.

The ideal candidate will possess proven policy development skills, strong analytical capabilities, and experience in engaging stakeholders while collaborating across various teams. This position demands the ability to work efficiently as part of a team while also being highly self-driven.

A solid understanding of the animal (including livestock, pets, and recreational animals) and plant (including horticulture, viticulture, cropping, and forestry) sectors in Victoria is essential. The candidate should be aware of the potential impacts that an incursion of diseases such as foot and mouth disease could have on these industries, the government, and the community. Additionally, knowledge of infectious disease and plant pest control principles, along with their practical applications at the population level, is required. In terms of livestock, understanding the broader implications for animal welfare is also necessary.

Key Responsibilities

Lead the development and implementation of policy and regulatory initiatives, ensuring that broader social, economic, animal welfare, and environmental considerations are integrated to support effective EAD and plant biosecurity emergency responses. Oversee project planning, execution, governance, and risk management to ensure successful outcomes. Provide timely and high-quality advice, including the preparation of briefings, submissions, and meeting documentation for executive management and ministerial review concerning animal and plant biosecurity. Collaborate and engage with key stakeholders across the department and the agricultural sector to achieve project objectives, including training and enhancing workforce capacity and capability. Foster and lead a high-performing team, promoting a positive workplace culture that aligns with the values of the public service, encourages innovation, and respects diversity. Perform additional duties as required to support the objectives of the Animal Welfare Victoria and Agriculture Regulatory Policy Branch.

Required Qualifications and Expertise

A relevant tertiary qualification is essential. A comprehensive understanding of EAD and plant biosecurity responses, as well as agriculture and biosecurity issues, is necessary.
