The Biosecurity Preparedness Manager will be responsible for formulating, coordinating, and implementing regulatory and policy contributions to the Exotic Disease Animal Preparedness Program at the Department of Energy, Environment and Climate Action. This role will also extend to encompass plant biosecurity initiatives. The primary objective is to ensure that the legislative framework and related policies supporting responses to exotic animal diseases (EAD) and plant biosecurity are effectively established.

The ideal candidate will possess proven policy development skills, strong analytical capabilities, and experience in engaging stakeholders while collaborating across various teams. This position demands a proactive individual who can thrive both independently and as part of a team.

A comprehensive understanding of Victoria's animal (including livestock, pets, and recreational animals) and plant (covering horticulture, viticulture, cropping, and forestry) sectors is essential. The candidate should be aware of the potential impacts that an incursion, such as foot and mouth disease, could have on these industries, the government, and the community. Furthermore, knowledge of infectious disease and plant pest management principles and their application at the population level is crucial. In the context of livestock, an understanding of broader animal welfare implications is also necessary.

Key Responsibilities

  • Design and lead policy and regulatory initiatives, ensuring consideration of broader social, economic, animal welfare, and environmental factors to facilitate effective EAD and plant biosecurity emergency responses.
  • Oversee project planning, execution, governance, and risk management.
  • Provide timely and high-quality advice, including the preparation of briefings, submissions, and meeting documents for executive management and ministerial review regarding animal and plant biosecurity.
  • Collaborate and engage with key stakeholders across the department and the agricultural sector to achieve project objectives, including training and enhancing workforce capabilities.
  • Build, develop, and inspire a high-performing team while fostering a positive work culture that upholds the values of the Victorian Public Service, encourages innovation, and respects diversity.
  • Perform additional duties aligned with the role that support the objectives of the Animal Welfare Victoria and Agriculture Regulatory Policy Branch.

Required Qualifications and Expertise

  • A relevant tertiary qualification is mandatory.
  • A solid understanding of EAD and plant biosecurity responses, along with agriculture and biosecurity issues, is essential.
