Job OverviewPosition Summary

The Acquisition Subject Matter Expert will be instrumental in fulfilling the procurement requirements of the organization, overseeing the entire process from the initial identification of needs to the management of contracts post-award.

Key Responsibilities:

  • Engage and collaborate with government officials and client stakeholders, adhering to the established guidelines of the task order.
  • Provide decisive leadership, technical oversight, and direction to all personnel involved in the task order, ensuring effective communication with both team members and upper management, while coordinating task order activities within agreed timelines.
  • Guarantee the timely submission of task order deliverables as per contractual obligations, demonstrating the ability to interpret and apply federal acquisition policies, regulations, and directives accurately.

Qualifications:

  • A Bachelor's degree in a relevant discipline, coupled with a minimum of 15 years of pertinent experience (or a Master's degree with at least 13 years of experience) in managing large-scale programs, including service delivery contracts and complex federal acquisition projects.
  • Possession of Project Management Institute (PMI) Project Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA), or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) certification at Level III.
  • Demonstrated expertise in Federal Acquisition Regulation (FAR).
  • Prior experience as a Warranted Contract Officer is essential.
  • In-depth knowledge of FAR regulations and policies, including Homeland Security Acquisition Regulation (HSAR) and Homeland Security Acquisition Manual (HSAM), with the capability to assess contract documentation for compliance with FAR and agency standards.
  • High emotional intelligence to foster successful teamwork and integration.
  • Proficient in Microsoft Excel, Word, PowerPoint, and Outlook.

Preferred Skills & Attributes:

  • Master's Degree in a relevant field.
  • Previous experience as a Contracting Officer or Contracting Officer's Representative.
  • Ability to assess compliance of procurement activities with FAR and U.S. Department of Homeland Security acquisition policies.
  • Experience with PRISM or other contracting writing systems.
