Job Overview

Position Responsibilities:
  • Lead all Test and Evaluation (T&E) initiatives, including overseeing testing events, validating test products, tracking requirements and defects, and making recommendations for the acceptance of deliverables. The scope includes various testing types such as developmental, performance, 508 compliance, user acceptance (UAT), and operational testing.
  • Oversee UAT processes, which involve creating UAT plans, schedules, test scenarios, and scripts; coordinating with testers; facilitating UAT execution; and reporting on test status and defect resolution.
  • Act as the primary contact within the T&E Integrated Product Team (IPT) and contribute to the development of the program testing strategy and the Test and Evaluation Master Plan (TEMP).
  • Engage in Joint IPTs, advising the Program Manager and government personnel on their activities.
  • Collaborate with stakeholders for effective risk management, requirements management, training, and scheduling. Identify and communicate testing risks and mitigation strategies.
  • Prepare Acquisition Lifecycle Framework documentation to support Acquisition Decision Events, including updates to the Concept of Operations and Operational Requirements Document (ORD) based on Discovery period decisions.
  • Ensure traceability between Operational Requirements, Functional Requirements, and System Requirements throughout testing phases, confirming compliance with the TEMP.
  • Create briefing materials and white papers for the Program Manager and other stakeholders, providing strategic advice on program execution.
Essential Qualifications:
  • Proven experience in managing the relationship between requirements and test cases, ensuring all requirements are adequately testable.
  • Demonstrated ability to develop test strategies, plans, scripts, and reports; execute regression testing for software releases and system upgrades; and evaluate product code against specifications.
  • Experience in executing test cases (both manual and automated) and analyzing outcomes.
  • Skilled in documenting and reporting testing defects and bugs to development teams and stakeholders.
  • Experience in conducting post-release testing.
  • Familiarity with Agile/Scrum methodologies and tools such as JIRA and Confluence.
  • Strong hands-on experience in various testing and evaluation activities, including developmental testing, performance testing, UAT, and operational testing.
Keys to Success:
  • In-depth knowledge of federal financial management and accounting principles.
  • Experience with Agile frameworks and development processes.
  • Proficiency in test management software (e.g., qTest, Zephyr).
  • Ability to work collaboratively with cross-functional teams to ensure quality throughout the software development lifecycle.
  • A detail-oriented individual with excellent communication skills, analytical thinking, problem-solving capabilities, and strong organizational skills.
  • A self-motivated professional capable of overseeing and directing testing activities with minimal supervision.
Additional Requirements:
  • Must be authorized to work in the United States as a US Citizen.
  • Successful completion of a background investigation and drug screening is required.
