Job Title: Administrative Services Manager II

Pima County, AZ is seeking an experienced Administrative Services Manager II to oversee all administrative functions and support services for the Pima Animal Care Center. The successful candidate will have a strong background in business administration, financial management, and supervisory experience.

Key Responsibilities:
  • Plan, organize, and direct administrative services and support functions, including financial and general administrative tasks.
  • Oversee the acquisition, storage, and distribution of materials to support department activities.
  • Interpret department policies and procedures, and review current and proposed new or changed rules, regulations, or related materials for impact to the unit, division, department, or group of departments.
  • Develop and direct general accounting procedures, payroll, purchasing, inventory control, computer operations, data collection, and report preparation.
  • Supervise the installation of new or modified financial cost accounting and records management systems.
  • Analyze data and make recommendations for reducing costs and increasing revenues.
  • Review grant and contract requests, income management reports, and revenue studies.
  • Oversee the coordination of accounting and financial records maintenance with the Finance and Management Information Services Departments.
  • Develop procedures for and direct personnel hiring, department records management and storage, reproduction, microfilming services, and custodial staff.
  • Study and research administrative and financial problems and recommend solutions.
  • Supervise professional staff and work unit supervisors.
  • Develop and prepare reports.
Requirements:
  • Bachelor's degree from an accredited college or university with a major in business or public administration/management, purchasing, material management, accounting, occupational training, engineering, or a closely related field.
  • Three years of supervisory experience involving fiscal management, public or business administration, or material management.
  • Or five years of professional-level experience in any of the above-identified fields that includes at least three years of supervisory or managerial experience.
  • Or four years of experience with Pima County as an Administrative Services Manager I.
Preferred Qualifications:
  • Minimum three years of experience in animal welfare and the practical application of national best practices.
  • Minimum five years of experience in overseeing a multi-faceted program.
  • Experience managing/supervising 25+ employees and/or volunteers.
  • Bilingual (Spanish/English).
