POSITION OVERVIEW:

The Lead Estimator will oversee and/or coordinate comprehensive estimating services with a focus on wastewater and mechanical construction initiatives. This role involves managing the preparation of bids and proposals alongside a team of estimating professionals, including estimators, administrative support, and management personnel. The Lead Estimator and their team will engage in follow-up activities related to bid proposals, which may include value engineering alternatives, critical path method (CPM) schedules, formal presentations, and final negotiations with clients and construction managers. The Lead Estimator is expected to handle approximately 25-50 estimates annually, with project values ranging from $5,000,000 to $100,000,000.

KEY RESPONSIBILITIES:

  • Establish bid items and activities, enter summary form data, manage bid pricing, and oversee bid closeout and scheduling.
  • Analyze historical data from productivity reports and integrate manpower, equipment, material quotes, and subcontractor proposals into unit price and labor hour estimates.
  • Develop comprehensive conceptual budgets and provide final estimating insights for all projects.
  • Offer technical assistance to team members preparing discipline-specific estimates for assigned bids.
  • Examine proposal specifications and drawings, and participate in pre-bid meetings to ascertain the scope of work and necessary estimate components.
  • Prepare for and participate in all scope meetings with clients and construction managers.
  • Develop and present value engineering options and CPM schedules to clients and construction managers.
  • Lead all formal presentations and final negotiations with clients and construction managers.
  • Maintain bid-related documentation (labor, crew, activity, and bid master codebooks).
  • Facilitate the transfer of bid to project data (phase codes and cost budgeting) for awarded contracts.
  • Ensure all working documents and data are preserved to support estimate figures.
  • Provide award-related submissions and follow-up information to clients and construction managers.
  • Monitor awarded contracts as necessary, which may include estimating and pricing additional work items, change orders, and credits.
  • Assist the contracting team in preparing inquiries and evaluating submitted bids as needed.
  • Mentor and train Junior Estimators.

QUALIFICATIONS:

  • A four-year degree in civil or mechanical engineering or equivalent technical training and/or related experience is required. A NYS Professional Engineering License is preferred.
  • Minimum of 10 years of experience in estimating, cost control, and/or engineering, with at least 5 years focused on estimating within the construction sector, particularly in wastewater and mechanical construction.
  • Proficiency in estimating various project types/contracts, along with the ability to coordinate and supervise team efforts, is essential.
  • Capability to prepare complex proposals with principal oversight, bearing profit/loss responsibility for the company.

TECHNICAL SKILLS:

  • Proficient in Microsoft Office applications.
  • Experience with HCSS (including Heavy Bid/Heavy Job).
  • Familiarity with scheduling software/CPM (including Primavera and MS Project).
  • Knowledge of Viewpoint (PM module, SL module, PO module).
  • Strong technical and proposal writing abilities.
  • Proficient with personal digital devices.
  • Experience with Salesforce.
  • OSHA Training.
