DutiesPick up inmate and official incoming mail; sort official mail by activity; and safeguard official mail until picked up by recipient.

Inspect incoming inmate mail and packages and outgoing inmate correspondence and packages for contraband and whether it is an authorized correspondence.

Reject materials which are in violation of USDB/JRCF policies and directly notifies the inmate of the rejection; provides necessary appeal information directly to the inmate and completes appropriate documentation of the violation.

Determine proper postage using approved software and scale for mail and packages.

Ensure a fund account is initiated for each inmate assigned to the facility; secures cash, valuables, and personal property; processes money to be credited to inmate account.

Ensure only authorized withdrawals are made by an inmate from their account and accurate documentation is received authorizing withdrawals.
Conduct research on issues related to inmate financial issues, property management, mail, and telephone related concerns.
Clean and store inmates clothing and property and stores property in sealed boxes or clothing bags.
Monitor and process inmate telephone transactions.

Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position has been classified as a primary/rigorous law enforcement officer (LEO) position.

The maximum entry age for original entry into a primary position approved for coverage under special LEO retirement provisions is 37 years old.

Must be appointed by the last day of the month in which the individual becomes age 37.Individuals past the maximum entry age limit, but previously served in a primary position, may be reinstated provided they meet the reentry requirements.

The work requires frequent, direct contact in the detention of inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice.

Regularly-assigned contacts with inmates expose the incumbent to daily stress and the threat of potentially dangerous situations such as verbal and/or physical attack by the inmate population.

This direct contact with inmates requires employment opportunities for this position be limited to young and physically vigorous individuals as evidenced by the maximum entry age, mandatory retirement age, and required physical fitness requirements.

This position requires a physical fitness examination and medical screening upon appointment and an annual re-evaluation. Employee must undergo screening for tuberculosis upon employment and periodic screening thereafter.
Employee must be able to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
Employee must obtain and maintain an appropriate, valid driver's license for vehicle(s) operated.

Employee must complete the ACC Pre-Service Training program that emphasizes the responsibilities of each individual to maintain security and control of inmates, appropriate staff/inmate interaction and understanding the rules of inmate conduct.

Employees are required to take 40 hours of training annually. Employees will receive basic training in inmate supervision and security as well as specialized training in their field.

The employee will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #9, Standard of Conduct.

IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.

Personnel who enter the Military Corrections Complex (within or outside the fence line) consent to inspection of their person and property, including their vehicle.

All confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.

Section 639 of Public Law requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony.

Department of Defense Instruction, Number states all confinement facility personnel shall possess a high degree of maturity and emotional stability.

Employee must obtain and maintain a Secret security clearance.
Direct contact is with inmates while delivering mail, in-processing and out-process. It often requires delivering unpleasant news to violent offenders. Incidental contact is constant in the work area where a detail of inmates is maintained.

Specialized Experience:

OREducation:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university

ORCombination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Time in Grade Requirement:

Candidates may be advanced without time restriction to positions up to GS/GL-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment.
