COMPENSATION AND BENEFITS:
We provide a general salary increase (GSI) of 3.5%.
Incentives for educational achievements include 2.5% for an associate degree, 3.5% for a bachelor's degree, and 5% for a graduate degree.

ANNUAL LEAVE:

Employees have the option to cash out up to 100 hours from their total accrued Annual Leave of 208 hours each year.

Selected candidates will accrue 208 hours of Annual Leave annually, increasing to 288 hours after five years of service.


RETIREMENT PLANS:
Participation in a 457 Plan and/or a 401(k) Shared Savings Plan with a matching contribution of up to 3% on 401(k) contributions. After five years of continuous service, an additional 2% non-elective contribution will be added to the 401(k) plan.

HEALTH INSURANCE:

Full-time employees receive a flexible credit allowance for purchasing medical, dental, and vision insurance from a selection of authorized plans: $502 for employee-only coverage, $730 for employee plus one, and $905 for family coverage per biweekly pay period.


FLEXIBLE SPENDING ACCOUNTS:
Pre-tax benefits for eligible medical, dental, and vision expenses.

PENSION:
Enrollment in the County's defined benefit pension plan, which has reciprocity with CalPERS.

BILINGUAL INCENTIVE:

Proficiency in additional languages can earn $0.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

Employees receive 12 paid holidays annually, including a floating holiday.

POSITION SUMMARY:

Under the general supervision of the Behavioral Health Access & Outreach Division Manager or Ambulatory Care Chief Operations Officer, Patient Navigators assist the public in navigating County and statewide behavioral health and primary care services, ensuring effective access to necessary treatment and support.


IDEAL CANDIDATE PROFILE:

The ideal candidate will demonstrate strong cultural competence, possess program management experience, and have a background in assisting patients seeking behavioral health and healthcare services. Knowledge of available services is essential.

Candidates should exhibit empathy, problem-solving skills, and advocacy abilities, ensuring patient concerns are addressed.

Strong judgment, diplomacy, and an understanding of organizational dynamics are crucial for engaging the appropriate individuals.

Teamwork and relationship-building skills are vital for efficiently assisting patients.


KEY CHARACTERISTICS:

This role is distinct from administrative classifications as it involves the management of specialized programs. Positions may include supervisory responsibilities based on the program's size, complexity, and visibility.

Program Administrator I:
$69, $97,465.43 Annually

Program Administrator II:
$77, $109,170.02 Annually
Program Administrator III:
$81, $114,293.20 Annually

The established eligible list may be utilized for current and future Regular, Temporary, Intermittent, and Extra Help vacancies.


NOTE:

If appointed at a lower level, candidates may be promoted to a higher level without further examination upon meeting minimum requirements and demonstrating satisfactory performance.

ESSENTIAL DUTIES:

Level I:
Provides education to patients and families on navigating public healthcare systems, including behavioral health and primary care;
Offers advocacy and support to patients and families facing challenges in accessing services;
Conducts community outreach to enhance understanding of behavioral and physical health conditions;

Coordinates outreach efforts to improve patient engagement.


Level II:
Assists in developing Policies & Procedures related to client navigation;
Supports the creation of reporting structures;

Level III:
Implements new processes related to patient navigation with minimal oversight;
Analyzes complex reports related to services offered;
Manages a high volume of patient caseloads;

EDUCATION AND EXPERIENCE:

Program Administrator I:

Requires a bachelor's degree in psychology, sociology, public health, or a related field and at least one year of relevant experience in mental healthcare or patient advocacy.


Program Administrator II:

Requires a bachelor's degree in psychology, sociology, public health, or a related field and at least two years of relevant experience.


Program Administrator III:

Requires a bachelor's degree in psychology, sociology, public health, or a related field and at least three years of relevant experience.


NECESSARY SPECIAL REQUIREMENTS:
Valid California driver license.
Bilingual in English/Spanish.
Intermediate proficiency in Microsoft Excel and SharePoint.
Experience navigating Behavioral Health/Mental Health care systems.
Public speaking and planning meeting experience.
Two years of case management or care coordination experience with at-risk populations.

DESIRED QUALIFICATIONS:
Supervisory experience.
Experience with Access.

Ability to empathize with individuals from diverse backgrounds.
