Job Summary

The Assistant Superintendent of Public Works is a key member of the Public Works Department, responsible for assisting in the management of the Operations and Maintenance Division. This role reports to the Public Works Superintendent and requires a high level of technical expertise and leadership skills.

Key Responsibilities
  • Assist the Public Works Superintendent in planning, organizing, and managing the operations of the Public Works Department Maintenance and Operations Division.
  • Coordinate assigned activities with other divisions, departments, and outside agencies.
  • Provide highly responsible and technical staff assistance to the Public Works Superintendent and Public Works Director.
  • Assist in developing short and long-range goals, objectives, policies, and priorities.
  • Respond to citizen and general public complaints and inquiries by investigation and discussion with property owners and residents.
  • Prepare reports to City Council with approval of the Director of Public Works.
  • Conduct analyses and write reports and/or letters.
  • Assist in formulating, preparing, and recommending for approval, policies, procedures, studies, and reports.
  • Schedule weekly meetings for all division crews.
  • Coordinate the work of several crews and assign workers appropriately to balance workload and address priorities as required.
  • Procure services and materials as required and following City processes.
  • Transmit and interpret orders/work orders and reports on progress.
  • Serve on various departmental committees.
  • Represent the City in the community and at meetings as required.
  • Requisition supplies, materials, and tools.
  • Approve timecards for assigned staff before submission.
  • Prepare cost estimates.
  • Assist in budget preparation.
  • Prepare, administer, and implement the departmental budget for the various divisions.
  • Prepare labor, equipment, and material reports.
  • Support special departmental programs such as safety, training, and emergency planning.
  • Train and evaluate subordinates on proper work methods and safety practices.
  • Provide guidance and assistance to supervisors.
  • Select, supervise, train, and evaluate staff.
  • Resolve operational and personnel concerns that cannot be resolved by lower-level supervisors.
  • Make inspections during the progress of repair or maintenance on public works projects and programs to ensure compliance with plans and specifications.
  • Conduct review of activities for purposes of detecting problem areas and improving efficiency and productivity.
  • Schedule and manage all contract services and establish additional services as needed.
  • Review contract language for multiyear contracts and modify as needed.
  • Ability to respond 24/7 to after-hours calls and emergencies as necessary.
  • Oversee after-hour standby duties and scheduling.
  • May be called on to serve as the Public Works Superintendent during the Superintendent's absence.
Requirements
  • Knowledge of operational characteristics, services, and activities of a public works maintenance program.
  • Principles and practices of program development and administration.
  • Materials, methods, practices, and equipment used in street cleaning, street maintenance, sewer and storm drain system repair, maintenance, and construction activities, park landscape maintenance, and traffic safety and street lighting.
  • Principles of administration, supervision, training, public works maintenance, and preventative maintenance practices, safety practices, budgeting, and project record keeping.
  • Hazards and safety precautions.
