Job Summary

We are seeking a highly skilled and experienced Strategic Leader to join our team at the Metropolitan Transportation Authority. As a Senior Manager, Rolling Stock Strategy, you will play a critical role in developing and implementing effective acquisition strategies for rolling stock to secure best value for the MTA.

Key Responsibilities
  • Develop and implement comprehensive acquisition strategies for rolling stock, including buses, subway cars, commuter rail cars, and non-revenue/work car equipment.
  • Conduct benchmarking exercises to identify best practices and trends in procurement evaluation models.
  • Review and report on the 20-year needs and capital plans for rolling stock, providing recommendations to senior management.
  • Develop and recommend proposal evaluation models, including life cycle cost analysis, to consider the total cost of ownership of rolling stock assets.
  • Track procurement schedules for rolling stock acquisition and prepare presentations for management to present to executive leadership, the MTA Board, and external agencies.
  • Select, develop, and motivate personnel within the department, providing career development opportunities and coaching and counseling as needed.
Requirements
  • BA/BS in Business Administration, Transportation, Public Administration, Public Policy, Transportation Planning, Finance, Engineering, Law, Supply Chain, or related field.
  • Minimum 7 years of related experience in public transportation administration, project management, procurement operations, and budget planning.
  • Minimum 3 years of experience managing process improvement and efficiencies.
  • MBA or advanced degree in a related field is preferred.
  • Familiarity with the MTA's policies and procedures, as well as the MTA's planning and reporting process for capital-funded projects, is preferred.
