We are currently in search of a Program & Management Analyst III to assist the Bureau for Resilience, Environment, and Food Security (REFS) under a recently awarded contract. Through REFS, USAID aims to promote inclusive agriculture-led growth, resilience, nutrition, and initiatives related to water security, sanitation, and hygiene in priority countries worldwide.

Position Summary:

The Program & Management Analyst III will deliver essential programmatic, administrative, and operational support for the daily design, execution, monitoring, evaluation, and learning of REFS-related initiatives. This role will encompass all necessary functions to assist Office, Bureau, or Operating Unit leadership and teams in operating efficiently and achieving overall objectives.

Key Responsibilities:

Budget Preparation and Planning:

  • Formulate a comprehensive budget for major agency programs on both long-term and short-term bases.
  • Prepare and refine justification materials for funding requirements.
  • Conduct research and studies related to budget program issues and activities.
  • Assemble and analyze data and information.
  • Develop recommendations for addressing complex financial issues.

Budget Analysis:

  • Analyze historical data and compare it with current spending trends for major agency programs.
  • Review budget-related issues requiring the application of new or modified criteria to resolve conflicts.
  • Resolve complex forecasting challenges arising from uncertainties in operating programs.
  • Evaluate the appropriateness of systems and methods used by officials in estimating funding needs.
  • Analyze budget forecasts to fund the implementation of substantive agency programs.

Budget Reporting:

  • Monitor integrated operating program data in various financial systems.
  • Evaluate relationships between major program changes and the financial status of the organization.
  • Adjust data in reports, forms, schedules, and automated financial systems.

Knowledge Management:

  • Generate and maintain documentation and spreadsheets using Google Suite tools.
  • Adhere to Agency and Federal guidelines for file retention.

Communications and Outreach:

  • Develop templates and assist in preparing presentations, fact sheets, and other communication materials.
  • Research and prepare background information in collaboration with colleagues.

Research and Analysis:

  • Conduct desk research and data analysis as required.
  • Support the synthesis of data and analysis reports; present findings.
  • Collaborate to develop and implement research strategies.

Qualifications:

  • Typically considered a ladder position for Program & Management Analyst II.
  • Requires one year of successful experience at the Program & Management Analyst Level II or equivalent educational background.
  • Ability to obtain a USAID facility access (Public Trust) or SECRET clearance.
  • Excellent communication skills for effective interaction with government clients and stakeholders.
  • Experience managing programs of similar size or scope.
  • Demonstrated understanding of relevant subject matter.
  • Strong organizational skills with attention to deadlines.
  • Proficiency in Google Suite and Microsoft Suite products.
