Position Overview

The Senior Contract Services Officer is responsible for overseeing advanced analytical tasks related to contract management, including the preparation of various procurement documents such as requests for proposals, bids, and qualifications. This role involves reviewing submissions, negotiating terms, awarding contracts, and addressing any disputes that may arise. Additionally, this position entails advising project teams on procurement-related matters.

Key Responsibilities

  • Lead the administration of contracts and procurement processes.
  • Develop and review procurement specifications and standards.
  • Conduct thorough evaluations of bids and proposals.
  • Facilitate negotiations and finalize contract agreements.
  • Provide guidance to departmental staff on procurement practices.

Required Knowledge and Skills

Knowledge of:

  • Public contracting laws and purchasing regulations.
  • Competitive bidding processes and procurement methodologies.
  • Various materials, supplies, and services relevant to government operations.
  • Contract negotiation strategies and administration practices.
  • Software applications for document management and data analysis.

Ability to:

  • Conduct detailed analytical research and reporting.
  • Effectively manage multiple projects and deadlines.
  • Train and mentor staff and stakeholders.
  • Communicate complex information clearly and effectively.
  • Build and maintain productive relationships with vendors and colleagues.

Employment Qualifications

Minimum Qualifications

Candidates must meet one of the following criteria:

  • One year of experience as a Contract Services Officer (Level II) within Sacramento County.
  • A Bachelor's degree in business administration, public administration, or a related field, along with two years of relevant professional experience in procurement.
  • Three years of professional experience in purchasing or contract management.

General Qualifications

Driver's License: A valid California Class C Driver License is required.

Background Check: Candidates may undergo a background check as part of the hiring process.

Probationary Period: The probationary period for this position is six months.
