Position Overview
AECOM is looking for a Senior Federal Procurement Specialist to become a part of the DCS Federal Procurement Group.

This position will focus on contingency subcontracting, which entails identifying, establishing long-term partnerships, and awarding subcontract agreements for construction, materials/equipment, and rental services that support AECOM's government emergency and contingency initiatives.

This role is remote and can be performed from any location within the United States.



Key Responsibilities:
  • Collaborate with AECOM Disaster Project Managers to formulate contingency procurement support strategies.
  • Identify subcontractors and vendors essential for supporting contingency procurement plans.
  • Establish master service agreements with subcontractors and vendors for contingency operations.
  • Work with vendors to create a pre-negotiated pricing list to streamline procurement actions during emergencies.
  • Implement a recurring follow-up program with the vendor network.
  • Assist AECOM's Program and Project Managers with Federal government procurement processes.
  • Ensure compliance with internal procurement policies and Federal Acquisition Regulation (FAR) requirements in collaboration with Project Managers.
  • Solicit, award, and manage Federal Government subcontracts.
  • Support the preparation of proposals in response to federal government requests for proposals (RFPs).
  • Conduct market research to identify new sourcing opportunities.
  • Negotiate terms and conditions, pricing, and schedules with subcontractors.
  • Perform price and/or cost analysis and document justifications for pricing as fair and reasonable.
  • Oversee pre- and post-award administration of subcontracts from the micro-purchase threshold to Cost Exceeding the Simplified Acquisition Threshold (CESAT) throughout the entire lifecycle.
  • Support additional tasks related to AECOM's Federal procurement as assigned.
Qualifications
Minimum Requirements:
  • Bachelor's Degree in Business Administration, Scientific/Engineering Technical fields, or a related discipline.
  • A minimum of four (4) years of experience in federal contract administration or a demonstrated equivalency of experience and/or education.
  • U.S. citizenship is required due to the nature of the role.
Preferred Qualifications:
  • Bachelor's degree in Business Administration or Scientific/Engineering Technical fields and/or at least five (5) years of relevant experience.
  • Prior experience as a Federal Contracting Officer/Administrator.
  • Experience with Federal services, environmental remediation projects, materials/equipment, and rentals.
  • Comprehensive knowledge and experience with subcontracts awarded under Federal Acquisition Regulations.
  • Familiarity with the Federal Acquisition Regulation (FAR), DFARS, and other FAR supplements, along with the ability to independently research regulatory issues and understand their implications for our business.
  • Understanding of Contract and Subcontract formation and execution for Federal programs.
  • Exceptional oral and written communication and negotiation skills.
  • Proficient in word-processing (Word), database, spreadsheet (Excel) applications, and integrated software tools.
  • Able to thrive in a fast-paced, dynamic environment.
  • Strong interpersonal skills and the ability to communicate effectively with geographically dispersed teams.
  • Flexibility to collaborate with clients and colleagues across various time zones within the United States.
  • Self-motivated with a proactive attitude, capable of maintaining high standards of productivity and quality.
  • Excellent organizational skills, with the ability to manage multiple tasks, prioritize commitments, and meet deadlines in a fast-paced, team-oriented setting.
  • Ability to work collaboratively and provide excellent customer service to both internal and external clients.

  • Compensation will be based on individual education, qualifications, experience, and work location. The salary range for this position is $80,000 - $110,000 USD annually.
