The City of Portland Bureau of Environmental Services (BES) is looking for an Accounting Supervisor to become a part of the Financial Services Division.

The Accounting team within this division is tasked with the accurate recording and reporting of a substantial municipal sewer and stormwater utility bureau, managing an annual budget exceeding $1.6 billion and an outstanding debt of $1.4 billion.

This team oversees all facets of accounting for a large and intricate organization, including accounts payable, accounts receivable, fixed asset management, payroll, and various financial policy and reporting functions.

The Accounting Supervisor will independently lead a team of five accounting professionals and a payroll specialist, ensuring that all transactions comply with financial policies and adhere to Generally Accepted Accounting Principles (GAAP) while supporting Government Accounting Standards Board (GASB) standards.

This role will also serve as the primary contact for the bureau's external audit and collaborate closely with management and leadership teams to provide policy guidance and procedural support.

Furthermore, this position is expected to promote the bureau's objectives of addressing historical and systemic inequities, integrating equity into all decision-making processes, policy development, and community impact initiatives.


Key Responsibilities:
  • Lead a team of five accounting professionals and a payroll expert in processing transactions and managing fixed asset records.
  • Develop and implement policies and procedures to facilitate accounting for a major public utility.
  • Oversee the bureau's collaboration with the city's central accounting office and external auditors.
  • Independently interpret and apply GAAP and GASB principles and standards.
  • Manage the accurate reporting and recording of grant activities.

The ideal candidate will possess a Certified Public Accountant license or have relevant experience demonstrating equivalent knowledge of governmental accounting.
