About the Role

The Procurement Specialist plays a crucial role in overseeing the local and regional procurement processes in alignment with established Covanta protocols and guidelines. This position is responsible for all procurement activities at the facility level, from supplier qualification to performance management, ensuring compliance with supply scopes, corporate policies, and acceptable business practices. The Specialist fosters effective collaborations with Facility Operations, Engineering, and Maintenance teams, serving as an advisor on all contractual rights and obligations.

Key Responsibilities Include:

  • Supplier qualification and management of supplier relationships.
  • Conducting Requests for Proposals (RFPs), receiving bids, performing market comparisons, evaluations, and negotiations.
  • Coordinating and participating in bid review meetings and site visits.
  • Finalizing negotiations, awarding contracts, and resolving disputes.
  • Placing purchase orders and expediting as necessary.
  • Leading initiatives aimed at total cost reduction and supporting supplier quality assurance programs.
  • Analyzing supplier performance and overseeing contract compliance to determine the need for amendments or extensions.
  • Compiling data to prepare cost reports in support of the annual budgeting process.
  • Providing training and guidance to internal clients on procurement systems.
  • Managing supplier interactions and enhancing the supplier base through visits and technical conferences.
  • Attending corporate and regional procurement meetings and conferences as required.
  • Facilitating activities of facility personnel (End Users) involved in defining the scope of supply.
  • Sourcing maintenance spare parts from other Covanta facilities to optimize the corporate inventory pool.
Qualifications:
  • A Bachelor's Degree is required, preferably in Supply Chain, Finance, or a related technical field.
  • ISM and/or APICS certification is highly desirable but not mandatory.
Experience:
  • A minimum of 5 years of relevant experience in procurement and supply chain management is required.
Knowledge, Skills, and Abilities:
  • Understanding of legal aspects of procurement contracts and risk management.
  • Ability to work effectively in both office and industrial environments.
  • Strong safety awareness and commitment.
  • Proven ability to build respectful partnerships with key stakeholders and suppliers.
  • Demonstrated negotiation skills with a data-driven decision-making approach.
  • Capability to develop and report on key performance indicators (KPIs).
  • Familiarity with Total Cost of Ownership (TCO) modeling and contract management.
