Position Available: Management Analyst
Salary: $87, $135,119.49
Job Type: Full-Time
Schedule: Monday to Friday, 8 AM to 5:30 PM.

Position Summary

The Management Analyst plays a crucial role in supporting the Executive Director with intricate analytical tasks that influence the operations and policies of the Agency. This position entails performing administrative duties that involve planning, coordinating, researching, and directing studies and analyses of agency programs, policies, and procedures as defined by the Executive Director. The Analyst also serves as an alternate liaison between the Agency and the Board of Commissioners.


Key Responsibilities
  1. Assist the Executive Director in strategizing, developing, organizing, directing, and executing the Agency's Housing Programs. Coordinate various projects and services related to diverse administrative operations.
  2. Collaborate with the Executive Director and the Board of Commissioners to aid in formulating the Agency's strategic and operational plans, ensuring effective management of organizational structures and internal policies.
  3. Establish reporting systems to continuously monitor and evaluate various aspects of the Agency's operations, ensuring compliance with policies and regulations.
  4. Develop and implement procedures to assess compliance with applicable rules and regulations, including establishing internal controls for sound fiscal management.
  5. Oversee the Agency's administrative processes to ensure effective methodologies that comply with all regulatory requirements.
  6. Conduct technical research, data analysis, and evaluations in housing development and management systems.
  7. Assist in the safeguarding of the Agency's assets, including buildings, equipment, and records.
  8. Plan and execute thorough reviews of Agency records to ensure compliance with regulations.
  9. Monitor compliance of the Housing Choice Voucher Program and implement training for staff based on evaluations.
  10. Prepare detailed reports analyzing quality control reviews and track error rates and certifications.
  11. Review and analyze budget requests to ensure alignment with financial limitations.
  12. Administer procurement activities, ensuring the acquisition of necessary goods and services.
  13. Serve as a resource for Agency staff regarding purchasing processes and assist in the preparation of specifications and purchase orders.
  14. Research and negotiate service contracts, ensuring compliance with agreements.
  15. Assist in training staff on purchasing policies and procedures, ensuring adherence to Agency standards.
  16. Attend Board of Commissioners meetings to provide updates on Agency activities and respond to inquiries.
  17. Prepare grant applications and manage grant administration, including reporting requirements.
  18. Prepare annual reports and other communication materials.
  19. Maintain positive relationships with community stakeholders and government officials.
  20. Participate in community activities relevant to Agency objectives.
  21. Ensure compliance with Agency rules and regulations.
  22. Serve as a hearing officer for the Section 8 program as needed.
Education and Experience

A Bachelor's degree in Business, Public Administration, or a closely related field from an accredited institution, along with three years of relevant administrative experience in public housing or a related field.


Knowledge and Skills
  1. In-depth knowledge of the relationship between Public Housing Authorities and various jurisdictions.
  2. Experience in housing assistance programs or social services.
  3. Familiarity with Agency operating policies, HUD regulations, and applicable laws.
  4. Understanding of business administration principles and performance evaluation.
  5. Ability to analyze complex information and develop effective solutions.
  6. Proficient in Microsoft Office applications, particularly Excel.
