Role Overview:
Bryce Space and Technology is seeking a seasoned program manager to support our client in the Department of Homeland Security (DHS) specifically within the U.S. Coast Guard's Chief Information Officer (CIO) and the Command, Control, Communications, Computer, Cyber, and Intelligence Service Center (C5ISC).

Client Background:
In alignment with the Coast Guard Modernization Initiative, the C5ISC was established to standardize processes and procedures across various missions and asset types. The primary objective of the C5ISC is to unify the Coast Guard's command, control, communications, computer, cyber, and intelligence support structure, thereby enhancing mission success through innovative technology solutions. The C5I Service Center consists of a geographically dispersed workforce of over 1,100 dedicated military, civilian, and contractor personnel, all committed to fulfilling the demands outlined by the Commandant's Intent.

Position Responsibilities:
The Project Management Consultant will oversee all contractor work performed under calls issued under this BPA.

Work Description:
The Project Management Consultant will be responsible for developing a project management curriculum that meets Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) requirements. This includes conducting classroom training for FAC-P/PM and providing mentoring support.

The consultant will also offer guidance to enhance business process re-engineering and facilitate effective planning, management, and execution of strategic programs and projects.

Qualifications:

  • Educational Background: A minimum of a Master's degree in Business Management, Information Technology, or Engineering is required.
  • Certification: A Project Management Professional (PMP) certification from the Project Management Institute (PMI) and completion of ITIL Foundations training are mandatory.
  • Experience: At least eight (8) years of experience in managing projects, particularly focusing on business process and re-engineering initiatives.

Essential Skills:
The Project Management Consultant should possess the following skills:

  • Proficiency in Microsoft Office Suite (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
  • Ability to conduct thorough research and analysis of technical data.
  • Capability to interpret acquisition policies, regulations, and directives.

Additional Information:
This position is contingent upon BryceTech securing a prime bid on the DHS USCG Business and Logistics Management Support Services (BL/MSS) BPA contract. A Top Secret Security Clearance is required for this role.
