Program Manager II/III

Henry M. Jackson Foundation for the Advancement of Military Medicine is seeking a highly skilled Program Manager II/III to oversee a collection of related/integrated projects that support a long-term research initiative.

Key Responsibilities:
  • Serve as the primary point of contact and liaison between internal and external stakeholders, including Principal Investigators, Program Sponsors, organizational leadership, laboratory managers, and project leaders.
  • Establish and maintain effective working relationships on matters of mutual interest, track, and report on progress and outcomes.
  • Initiate, execute, and monitor program actions, including budgets, purchasing, and hiring activities, ensuring detailed business and technical requirements are defined to ensure success in the program.
  • Manage key program elements, including the statement of work, budget, and budget justification for grant sub-awards, completing required forms, obtaining final approval, and submitting final paperwork.
  • Supervise lower-level program members, responsible for their hiring, and support the recruitment process for new department personnel.
  • Prepare proposals in response to specific requests for proposals (RFPs) by various for-profit, non-profit, and government entities, developing a plan for submission according to the requirements outlined in the RFP guidelines.
  • Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
Requirements:
  • In-depth knowledge of federal budget processes and fundamental principles of project management.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software, including Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
Supervisory Responsibilities:
  • Direct Supervisor: Direct authority to make decisions on employee hiring, disciplinary action, starting salaries, and merit increases, conduct employee performance evaluations, and direct work activities.
Work Environment:
  • This position will take place primarily in an office setting.
Education and Experience:
  • Level II: Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred. Minimum of 6-8 years experience required.
  • Level III: Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred. Minimum of 9-10 years experience required.
Licenses and Certifications:
  • Project Management Professional (PMP) preferred.
