Job Overview

Human Capital Resources and Concepts Inc. (HCRC) is a consultancy dedicated to enhancing resource management capabilities across federal organizations. We specialize in delivering expert insights in all-source analysis, mission support services, and information technology. Our approach is tailored to address a wide spectrum of challenges, from strategic initiatives to everyday operational issues, ensuring that we provide objective, informed, and actionable strategies to support your organization.

Currently, HCRC is in search of qualified Personnel Security Specialists for full-time roles aimed at supporting our government clients.

Key Responsibilities:

Personnel Security:

  • Evaluate documentation to assess personnel eligibility for access to classified information and sensitive roles.
  • Assist in the formulation and execution of the Command's security awareness and training initiatives.
  • Advise command members on relevant policies and procedures.
  • Ensure that personnel handling classified information are properly cleared and that security investigation requests are accurately prepared and monitored.
  • Maintain accurate records of personnel security investigations, clearances, and access levels.
  • Facilitate the Command's continuous evaluation program for personnel eligibility.
  • Ensure all personnel sign a Classified Information Nondisclosure Agreement (SF 312) prior to access to classified information.
  • Conduct security briefings and debriefings for incoming and outgoing personnel.

Information Security:

  • Restrict access to classified information to eligible personnel with a legitimate need to know.
  • Oversee the preparation and upkeep of security classification guides.
  • Ensure compliance with information release protocols to public and foreign entities.
  • Develop and enforce policies regarding document marking, safeguarding, and access controls.

Industrial Security:

  • Verify contractor security clearances and access requirements.
  • Collaborate with specialists to create security requirements for contractual agreements.
  • Ensure security considerations are integrated into procurement planning from the outset.

Physical Security:

  • Establish requirements for the physical protection of personnel and assets.
  • Administer policies to maintain the integrity and accreditation of secure spaces.
  • Manage the Command's Physical Security and Loss Prevention Program.

Security Management:

  • Develop and revise command information and personnel security procedures, including emergency protocols.
  • Advise leadership on security matters in the absence of Government Security Personnel.
  • Ensure that security threats and violations are reported and documented.
  • Assist in the development and implementation of approved security training for staff.

Minimum Qualifications:

  • A minimum of 5 years of experience in security, including Personnel, Industrial, Information, and Physical Security.
  • Proficiency in Microsoft Office Suite (Outlook, Excel, PowerPoint, Word).
  • Strong administrative support experience with excellent written and verbal communication skills.
  • Familiarity with security systems and processes, including TASS, DISS, and e-QIP.
  • Possession of a minimum TOP SECRET security clearance based on a T5 investigation.
