SiloSmashers is in search of a Senior Personnel Security Specialist to provide essential support to our federal law enforcement partner in the realm of personnel security.
Key Responsibilities:
· Deliver comprehensive support and services to the FBI Security Program, engaging in the management of intricate security assessment investigations initiated by FBI Field Offices (FOs).
· Conduct, evaluate, and interpret a variety of interviews with both internal and external stakeholders.
· Investigate a diverse range of subjects, including FBI applicants, contract personnel, and others requiring security clearances or access to sensitive areas.
· Offer analytical support and research into complex personnel security challenges.
· Produce detailed written reports and/or oral presentations utilizing advanced critical thinking and analytical skills.
· Contribute to the formulation of innovative principles and methodologies.
· Inform supervisors of potentially contentious issues or those with significant implications.
· Initiate or conduct thorough checks of FBI indices, arrest records, and similar databases to gather relevant and identifying information for assigned cases.
· Request, review, and analyze various FBI Government files and related documents to assess an individual's potential security risks.
· Summarize findings and draft necessary correspondence to appropriate FOs to initiate investigations, detailing the background of individual cases, advising on information obtained from research, and outlining security concerns. Provide guidance for investigation initiation, specifying leads to be addressed in accordance with existing Federal standards and FBI policies.
· Collaborate with FOs to ensure the submission of investigation information. Critically review investigative reports and correspondence from FOs for compliance with administrative standards regarding format and content, ensuring thorough investigations and addressing any inadequacies with additional instructions.
· Recommend the necessity for polygraph examinations and/or interviews based on comprehensive data analysis. Draft communications to relevant FBI HQ Divisions and FOs to initiate these processes, including specific guidance for resolution of particular issues.
· Review and analyze the outcomes of further investigations, including interviews and polygraph results, to ensure all issues are resolved and information gaps are adequately addressed for efficient security clearance recommendations.
· Compile all data into a formal written analysis of security concerns and their resolutions, taking into account all developed information.
· Establish and maintain communication with other FBI HQ Divisions, DOJ, and other agency officials, including members of the Intelligence Community, to obtain, develop, and resolve inquiries as necessary.
· Collaborate with other FBI components as needed to identify, develop, and resolve various encountered issues.
· Propose new methods and procedures for the affirmation of clearances, including SCI/Regulations, FISs, and/or EO and DOJ Orders.
· Conduct security assessment investigations and provide strategic recommendations to FBI HQ.
· Evaluate and analyze requests for investigations related to security clearances.
· Prepare a comprehensive analysis of all information gathered, including potential remedial or precautionary actions to meet minimum security standards.
· Assist in the briefing and debriefing processes of individual cases as required.
· Ensure all official documents are uploaded into the designated record management, workflow, or tracking systems.
Required Qualifications:
· A minimum of nine (9) years of experience in personnel security investigations or as an investigative analyst.
· A Bachelor's Degree with two (2) years of experience, or an Associate Degree with four (4) years of experience, or eight (8) years of federal, state, local, or military law enforcement experience in lieu of a Bachelor's Degree, or sixteen (16) years in lieu of a Master's Degree.
· Current TS security clearance with the capability to obtain SCI access, including the requirement to pass a security CI polygraph exam.
· Proficient in conducting and interpreting database checks and credit reports.
· Experience in performing routine office administrative support tasks.
· Demonstrated analytical skills to critically assess various types of incoming materials and investigative reports to identify potential security vulnerabilities and viable investigative leads.
· At least four (4) years of experience in developing and writing Reports of Investigation that form the basis for investigative records.
· Proficient computer skills, including:
o Expert knowledge of Microsoft Office applications (Word, Excel, Outlook, PowerPoint)
o Utilization of the Internet for research and open-source checks in support of investigations.
· Familiarity with various Federal Law Enforcement and Intelligence Community IT systems for conducting automated record checks.
· Knowledge and experience with applicable commercial and Federal Government database systems.
· Experience in performing database searches related to personnel security matters.
· Management and updating of personnel security documentation files.
· Responsibility for the security of program data and materials.
· Processing of security clearance and background investigation documentation in preparation for adjudication.
· Preparation of documentation for Government agencies and clients.
· Experience in handling multiple administrative tasks involving database queries, filing, mail processing, and audits.
· Excellent oral and written communication skills.
· Demonstrated knowledge and experience in conducting investigations, background investigations, and security investigations in accordance with established Federal Government standards.
