Overview

Under general supervision, oversees the inventory and storage operations within the Procurement and Materials Management Department.

Key Responsibilities

The following responsibilities are essential to the role and may include additional tasks not explicitly mentioned:

  • Manages the daily operations of the District's storage facilities across various Water Reclamation Plants; evaluates performance through reports, audits, and direct observation.
  • Implements and refines systems, policies, and procedures to enhance service delivery while minimizing inventory expenses; oversees updates to the materials management system.
  • Facilitates the ordering, receiving, storage, and distribution of materials and equipment in collaboration with other departments; participates in Inventory Review Board meetings and serves as Chair for the Board of Standards; manages system contracts.
  • Develops and sets the Division's strategic goals, budget projections, and performance metrics.
  • Assigns tasks, supervises staff, and ensures adherence to District policies and procedures; conducts performance evaluations; addresses employee concerns and grievances; recommends personnel actions such as hiring, transfers, and promotions.

  • Performs other related tasks as assigned.

Work Environment

Work is conducted in a standard office setting and requires the use of typical office equipment, including computers.

Required Knowledge, Skills, and Abilities

  • Comprehensive understanding of storeroom and warehousing principles and practices.
  • In-depth knowledge of computerized inventory control management techniques.
  • Familiarity with the relationship between inventory control systems and storage operations.
  • Expertise in the movement and storage of industrial commodities and equipment.
  • Awareness of the material and supply requirements of the District.
  • Knowledge of quality control methods in inventory management.
  • Understanding of budget development and management.
  • Ability to analyze and interpret statistical data related to supply levels and distribution.
  • Capability to plan and oversee the work of a team or organizational unit.
  • Skill in developing and implementing policies and procedures related to inventory management.
  • Effective communication skills, both verbal and written.

Minimum Qualifications

A bachelor's degree from an accredited institution in business or public administration, along with eight years of experience in inventory control or purchasing, with at least four years in a supervisory capacity.

Substitution Policy

Additional supervisory experience may be considered in lieu of educational requirements on a year-for-year basis. Graduate coursework in business or public administration may substitute for non-supervisory experience on a year-for-year basis, up to a maximum of two years.

Promotional Criteria

  • Minimum of one year of service with the District as a Supervising Stores Specialist.
  • Civil service status as a Supervising Stores Specialist.
