Jacobs is in search of a Senior Designated Authorizing Official (DAO) to support a prime contract from our Columbia, MD office. In this pivotal role, you will be an integral part of a team dedicated to the Authorization and Assessment process under the Risk Management Framework (RMF) for both new and existing information systems, ensuring compliance with Authority to Operate for all designated systems.

The work environment is dynamic and often subject to tight deadlines. This role necessitates a high level of collaboration and teamwork with colleagues and stakeholders across the organization and client base. Our program offers readily accessible process information and support from peers in similar roles.

Key Responsibilities:

· Assist in determining comprehensive security requirements for data protection and ensure the effective implementation of relevant information security controls.

· Aid in conducting and evaluating security planning, assessments, risk analyses, and security control assessments for systems and network operations.

· Collaborate with clients to ensure that Information Assurance (IA) functions, particularly those focused on infrastructure protection and defensive IT strategies, are integrated into the development and risk management processes.

· Engage with clients, IT personnel, and senior corporate executives to define and achieve necessary IA objectives for the organization.

· Contribute to the development of security architecture in line with client standards and facilitate the integration of legacy systems and existing IT environments for effective risk management.

· Support the acquisition and Research, Development, Test & Evaluation (RDT&E) environment by embedding IA into systems deployed in operational settings.

· Perform Risk Assessments, evaluate operational risks, and provide risk mitigation recommendations to clients after assessing a system's overall risk posture as part of the Security Authorization process.

· Generate and review security authorization documentation and formulate plans of action and milestones based on findings and recommendations from security assessment reports, excluding any remediation actions taken by various security stakeholders post-authorization.

· Provide ongoing ad hoc authorization-related support to both clients and programs.

Qualifications:

· A minimum of 12 years of relevant experience in security authorization.

· A Bachelor's degree in Computer Science, Information Technology Engineering, or a related discipline may substitute for 4 years of experience.

· DoD compliant IAM Level III certification, such as GSLC, CISM, or CISSP (or associate) certification.

· Must be a US Citizen with an active TS/SCI clearance with Polygraph.

· Familiarity with security authorization processes and procedures as outlined in the RMF in NIST SP800-37, along with knowledge of ICD503, CNSSI1253, SP800-53, etc.

· Expertise in security disciplines including risk management, intrusion detection, contingency planning, incident response, configuration control, change management, auditing, and various aspects of information systems security.

· Profound knowledge and experience in information systems security policies, practices, and state-of-the-art security tools and applications.

· Proven experience in implementing the Risk Management Framework with ICD 503 and CNSSI 1253 Security Controls.

· Skilled in conducting Risk Assessments and formulating realistic and comprehensive recommendations and mitigation strategies.

· Understanding of system security design processes, defense-in-depth strategies, engineering life cycles, information domains, cross-domain solutions, controlled interfaces, and IA principles.

· Attendance is critical; must be able to work a standard 40-hour week, typically Monday through Friday, with flexibility for overtime during peak periods and to accommodate urgent requests.

· Strong verbal and written communication skills are essential.

· Professional demeanor that fosters productivity and promotes teamwork and collaboration.

· Ability to interact effectively with individuals at all organizational levels, both verbally and in writing.

· Excellent organizational skills with the capability to manage and prioritize multiple tasks simultaneously.

· Ability to perform well under pressure to meet deadlines.

· Must successfully pass a drug test, background check, and motor vehicle records check.

Preferred Qualifications:

· Previous experience in roles such as Information Systems Security Engineer, Information Systems Security Officer, Information Systems Security Manager, or Delegated Authorizing Official.

· Experience presenting to senior client personnel.

· Familiarity with the XACTA IA Manager is advantageous.

· Highly analytical with the ability to troubleshoot and prioritize needs and issues effectively.

· Commitment to continuous learning and system development due to the evolving nature of cyber threats.

· Quick to learn new concepts, data formats, and software.

· Self-motivated, detail-oriented, responsible team player with exceptional relationship management skills.
