Jacobs is in search of a Senior Designated Authorizing Official (DAO) for a significant contract based out of our Columbia, MD office. In this role, you will be part of a dedicated team overseeing the Authorization and Assessment process under the Risk Management Framework (RMF) for both new and existing information systems, ensuring compliance with Authority to Operate for all assigned systems.
The work environment is dynamic and may involve meeting tight deadlines. The nature of this role necessitates a high level of collaboration and teamwork with colleagues as well as with individuals across the organization and clients. Our program provides readily accessible process information and support from peers in similar roles.
Key Responsibilities:
· Assist in determining the comprehensive security requirements for data protection and ensure the effective implementation of suitable information security controls.
· Aid in the execution and evaluation of security planning, assessments, risk analysis, risk management processes, security control assessments, and awareness initiatives for systems and networking operations.
· Support the customer in ensuring that Information Assurance (IA) functions, particularly those focused on infrastructure protection and defensive IT strategies, are integrated into the development and risk management processes.
· Engage with clients, IT personnel, and senior corporate executives to help define and meet necessary IA objectives for the organization.
· Contribute to the development of security architecture that meets customer standards and facilitate the integration of legacy systems and existing IT environments for effective risk management.
· Participate in the acquisition and Research, Development, Test, and Evaluation (RDT&E) environment, embedding IA into systems deployed in operational settings.
· Conduct Risk Assessments, evaluate operational risks, and provide risk recommendations to the customer after reviewing a system's overall risk posture as part of the Security Authorization process.
· Create and review security authorization documentation and prepare plans of action and milestones based on findings and recommendations from security assessment reports, excluding any remediation actions taken for each system in collaboration with various security stakeholders post-authorization.
· Provide ongoing ad hoc authorization-related support to both customers and programs.
Qualifications:
· A minimum of 12 years of relevant experience in the field of security authorization.
· A Bachelor's degree in Computer Science, Information Technology Engineering, or a related discipline may substitute for 4 years of experience.
· DoD compliant IAM Level III certification, such as GSLC, CISM, CISSP (or associate) certification.
· Must be a US Citizen with an active TS/SCI clearance with Polygraph.
· Proficient understanding of security authorization processes and procedures as outlined in the RMF in NIST SP800-37, along with familiarity with ICD503, CNSSI1253, SP800-53, etc.
· Knowledge and experience in security disciplines including, but not limited to, risk management, intrusion detection, contingency planning, incident response, configuration management, auditing, information systems security, operations security, administrative security, personnel security, physical security, and communications security.
· Extensive professional knowledge and experience in information systems security policies and practices, computer science, cutting-edge security tools and applications, and a comprehensive understanding of IT.
· Experience in implementing the Risk Management Framework with the ICD 503 and CNSSI 1253 Security Controls.
· Proven experience in conducting Risk Assessments and formulating realistic and comprehensive recommendations and mitigation strategies.
· Familiarity with system security design processes, defense-in-depth/breadth, engineering life cycle, information domains, cross-domain solutions, controlled interfaces, and IA principles.
· Attendance is crucial. Must be able to work a standard 40-hour workweek, typically Monday through Friday, with flexibility to work overtime during critical periods and respond to last-minute requests for additional hours as needed.
· Strong verbal and written communication skills are essential.
· Professional demeanor that enhances productivity and fosters teamwork and collaboration.
· Ability to interact effectively with individuals at all organizational levels, both verbally and in writing.
· Well-organized with the capability to coordinate and prioritize multiple tasks simultaneously.
· Ability to perform well under pressure to meet deadlines.
· Must successfully pass a drug test, background check, and motor vehicle records check.
Preferred Qualifications:
· Previous experience in roles such as:
§ Information Systems Security Engineer,
§ Information Systems Security Officer,
§ Information Systems Security Manager, or Delegated Authorizing Official.
· Experience in briefing senior customer personnel.
· Familiarity with the XACTA IA Manager.
· Highly analytical with the ability to troubleshoot and prioritize needs, requirements, and other issues effectively.
· Commitment to continuous learning and system development due to the evolving nature of cyber threats.
· Quick learner of new concepts, data formats, and software.
· Self-motivated, independent, detail-oriented, responsible team player with exceptional relationship management skills.
