Position Summary:

The Chief Financial Officer plays a pivotal role within the Senior Management Team, overseeing the strategic financial direction of Arcata Associates, Inc. This role encompasses the daily management of all financial operations, ensuring effective planning, execution, and oversight of financial activities. Responsibilities include accounting, financial forecasting, strategic financial planning, job costing, and institutional financing, all within a hands-on capacity.

Key Responsibilities:

  • Oversee all financial and accounting functions, including the preparation and submission of required financial proposals and corporate disclosures.
  • Collaborate with the Senior Management Team on budget strategies, cost-benefit analyses, forecasting, and cash flow management, including ad-hoc financial assessments as needed.
  • Develop financial forecasts and pricing packages for government review and approval.
  • Lead and mentor the accounting team, ensuring proper staffing and cross-training among employees.
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and relevant federal regulations, verifying the accuracy of customer charges and controlling disbursements.
  • Prepare annual operating and capital budgets for executive approval.
  • Take a proactive role in developing and maintaining a comprehensive job costing system.
  • Review monthly financial statements and related reports as necessary.
  • Deliver timely and precise financial reporting and analysis, assisting Program Managers in enhancing financial performance.
  • Establish effective internal controls to ensure compliance with GAAP, FAR, and applicable regulatory laws.
  • Manage cash flow to meet organizational requirements.
  • Advise senior management on the financial implications of business decisions.
  • Coordinate all external audits, including contract-related and annual financial reviews.
  • Oversee the preparation of work papers for the annual tax return and verify year-end census information.
  • Conduct off-site audits of financial controls and contract financials.
  • Implement accounting policies and procedures for the organization.
  • Act as the Deltek Systems Administrator, ensuring the security of the job costing system.
  • Serve as the primary contact for banking and corporate insurance matters.

Additional Responsibilities:

  • Participate in the company's 401(k) Plan Investment Committee and the Non-Qualified Plan Investment Committee.
  • Utilize technical data to support cost proposals for bids and proposals, potentially serving as a primary negotiator.
  • Perform other related duties as assigned.

Qualifications:

Education: A Bachelor's degree in Accounting, Finance, Business Administration, or a related field.

Experience: A minimum of 10 years in progressively responsible financial leadership roles, with specific experience in government contracting and cost-reimbursable environments. At least four years of experience managing an accounting and payroll department is required.

Security Clearance: Must be eligible to obtain and maintain government security clearance.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of payroll, accounts payable, accounts receivable, and financial statement preparation.
  • Ability to apply accounting and auditing principles effectively to various situations.
  • Strong understanding of GAAP, Cost Accounting Principles, and FAR as they relate to financial practices.
  • Proficient in data analysis, problem resolution, and independent decision-making.
  • Strong interpersonal skills to maintain effective working relationships.
  • Proficient in using desktop computers for data entry and retrieval.
  • Experience in people management, conflict resolution, and mentoring.
  • Ability to obtain and maintain a Government Security Clearance.
