Program Manager II/III

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is seeking a highly skilled Program Manager II/III to oversee a collection of related/integrated projects that support a long-term research initiative. The successful candidate will serve as the main point of contact and liaison between internal and external stakeholders, establishing and maintaining effective working relationships on matters of mutual interest.
Key Responsibilities- Initiate, execute, and monitor program actions, including budgets, purchasing, and hiring activities.
- Manage key program elements, including the statement of work, budget, and budget justification for grant sub-awards.
- Supervise lower-level program members and be responsible for their hiring.
- Prepare proposals in response to specific requests for proposals (RFPs) by various for-profit, non-profit, and government entities.
- Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity, and make overall improvements for the program.
- In-depth knowledge of federal budget processes and fundamental principles of project management.
- Solid interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
- Working knowledge of a variety of software, including Microsoft Office, proposal/project tracking, and data analysis software.
