POSITION TITLE: Collection Management Officer

ROLE SUMMARY:

The selected candidate will function as a Collection Management Officer (CMO), responsible for reviewing, drafting, coordinating, and distributing reports derived from information exploitation in alignment with established reporting standards. This role emphasizes functional responsibilities over geographic ones, acting as a central point for executing CMO duties related to data acquisition, exploitation, and the tracking of emerging information.

PRIMARY DUTIES:

  • Collaborate with data operations and management teams to secure and document collections that hold potential value. Engage with counterparts to assess the priority and potential significance of these data sets.
  • Partner with technical specialists to utilize tools and capabilities for effective data extraction.
  • Perform post-dissemination activities associated with reporting, including grading, evaluation, and inquiries regarding the status, use, origins, classification, and distribution of reports.
  • Coordinate with WMA counterparts on information and subsequent operations stemming from newly identified leads.
  • Develop and implement templates and guidelines for various collection and dissemination scenarios.
  • Take responsibility for identifying, synthesizing, and preparing a substantial portion of the team's output for dissemination, ensuring reports inform customers and analysts about the capabilities of malicious actors as evidenced in their digital activities.

EDUCATIONAL BACKGROUND AND EXPERIENCE:

  • A Bachelor's Degree in computer science or a related field, or an equivalent combination of certification, training, and professional experience.
  • Proven experience in report writing, understanding field operations, and safeguarding sources and methods.

ESSENTIAL QUALIFICATIONS:

  • Proficient in managing digital data streams throughout their lifecycle.
  • Basic understanding of data exploitation techniques and current trends.
  • Experience in identifying information from various technical sources.
  • Able to collaborate with partners across different offices and USG agencies to manage collections and implement best practices.
  • Capacity to learn and apply knowledge to protect operations and interests.
  • Ability to comprehend and apply customer policies, regulations, and legal guidelines.

PREFERRED QUALIFICATIONS:

  • Certification or training in data governance.
  • Familiarity with computer file structures and various file types.
  • Understanding of the practices and infrastructure for data transmission, storage, and manipulation, including system capabilities, limitations, and classification restrictions.
  • Experience collaborating with diverse offices and agencies.
  • Knowledge of customer-specific systems, databases, data repositories, collection techniques, and Computer Network Exploitation (CNE) methods.
  • Experience supporting data activities while ensuring the protection of sources and methods.
  • Familiarity with big data and associated reporting challenges.
