Position Overview
This role is situated within the Records and Archives Management Division, part of the Office of Information Programs and Services, under the Deputy Assistant Secretary for Global Information Services.

Key Responsibilities
The selected candidate will function as the Program Manager for the Records and Archives Management Division, overseeing a dedicated team and ensuring the effective execution of departmental policies.

The incumbent will:

  • Review and formulate official comments on federal legislation, executive orders, and departmental guidelines that impact the division's records management initiatives.
  • Guide the team in establishing policies, objectives, and strategies for the primary records management and archival programs under their purview.
  • Manage a diverse array of complex analytical tasks to support the development and execution of records management projects that encompass the full lifecycle of records.
  • Perform supervisory duties typical of a first-level management position, including planning work assignments and setting priorities based on the complexity and requirements of tasks.
  • Represent the department and the Office of Information Programs and Services at significant conferences with federal, state, and local officials, as well as private sector representatives and advocacy organizations, to address intricate records management challenges.

Qualifications

Time-In-Grade Requirements:
Federal applicants must have completed 52 weeks at the next lower grade to meet time-in-grade stipulations.

Applicants should possess one year of specialized experience equivalent to the GS-13 level in federal service, demonstrating the necessary knowledge, skills, and abilities to perform the responsibilities of this position.

Specialized Experience Must Include:

  • Engagement in the development and execution of records management policies or procedures.
  • Experience in analyzing and assessing records management programs.
  • Formulating recommendations for senior management.

Note: There is no educational substitute for specialized experience for the GS-14 level.
