Job Summary

We are seeking a highly skilled and experienced Executive Director and Deputy Chief Information Officer to join our team at the US Department of the Air Force Agency Wide. This is a critical role that requires a strong leader with expertise in managing large, complex IT activities within the Department of Defense and commercial organizations.

Key Responsibilities
  • Lead the Command, Control, Communications, and Cyber Systems directorate in long-range planning, policy guidance, direction, technical control, and program management for projects involving the development and implementation of major transportation management systems DoD-wide.
  • Assist the Director and advise the USTRANSCOM Commander, Command staff, and other Command Components on CIO compliance, technical aspects of IT investments, enterprise architecture, and process improvement and reengineering.
  • Develop strategies and plans to build and maintain partnerships with customers, industry, and academia to support the execution of the Joint Deployment and Distribution Architecture, Cyberspace Operations, and Enterprise Infrastructure portfolio management.
  • Review budget requests for IT requirements and evaluate the technical performance of USTRANSCOM IT investments and provide advice to the USTRANSCOM Corporate Governance Process (CGP) through Mission Area Management.
  • Provide management oversight for the Directorate's Cyberspace Operations mission areas, including Department of Defense Information Network (DODIN) operations and Defensive Cyber Operations-Internal Defensive Measures (DCO-IDM).
  • Oversee the evaluation and recommendation of enterprise technical alternatives, ensuring all IT solutions comply with CIO, Federal Information Security Management Act (FISMA), Title 40, and Privacy Act requirements.
  • Provide expert advice on cyberspace and operational assistance to DoD and non-DoD agencies involved in national defense. Collaborate with counterparts at the Joint Staff, Service Components, and other Combatant Commands (CCMDs) on operational issues.
  • Ensure all IT acquisitions adhere to DoD cybersecurity policies and cybersecurity risks are identified, communicated to the Milestone Decision Authority, and managed early in the system development lifecycle.
  • Partner with the USTRANSCOM Acquisition Program Executive Office (PEO) and Programs of Record (POR) to implement and maintain collaborative processes across the Command, Components, and Military Services.
  • Establish and manage USTRANSCOM's data infrastructure and services to maintain a comprehensive, authoritative data environment that supports both analytical and transactional data requirements.
  • Oversee a matrixed Service Management Office, that sets strategic direction, establishes priorities, allocates funding, defines training standards, guides IT service management activities, and monitors progress toward achieving higher maturity levels in IT Service Management (ITSM) within the Command.
  • Perform senior executive-level managerial and supervisory duties, including performance appraisals, personnel selection, grievance resolution, leave approvals, and budget oversight.
Requirements
  • U.S. citizenship is required.
  • Males must be registered for Selective Service.
  • Mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
  • Selected candidate must file a Executive Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance.
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86.
  • Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

  • Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position.
  • Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
Education
  • A bachelor's degree from an accredited institution is desired.
  • A master's or advanced degree from an accredited institution is highly desired.
  • An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
