The City of Richmond, Department of Planning and Development Review is looking for a qualified professional to fill the role of Plans Examiner - Mechanical. This role involves assessing and reviewing plans, specifications, and documentation submitted by contractors and engineers to ensure adherence to established codes. The examiner will provide guidance on necessary modifications to meet compliance standards.

Key Responsibilities:
  • Reviewing submitted plans from contractors and engineers for compliance with the Virginia Uniform Statewide Building Code (VUSBC);
  • Interpreting technical drawings to verify compliance with applicable codes;
  • Engaging with engineers and contractors to discuss review outcomes;
  • Drafting correspondence and reports detailing review findings and facilitating the permit process;
  • Providing advice to applicants on necessary adjustments to drawings for code compliance;
  • Preparing documentation for straightforward projects based on verbal descriptions from applicants;
  • Coordinating with other City Departments to ensure timely permit processing;
  • Evaluating renovation plans for existing buildings and providing detailed compliance reports;
  • Exhibiting extensive technical knowledge regarding high-rise and industrial construction regulations;
  • Inspecting large-scale projects, including high-rise buildings and complex structures;
  • Reading and interpreting construction technical drawings while performing moderate physical activities at construction sites;
  • Executing additional duties as required to support the objectives of the City Council and the Department of Planning and Development Review.
This position is classified as Essential Personnel, requiring the incumbent to work during public emergencies or hazardous conditions.

Qualifications:

Knowledge, Skills, and Abilities:
  • Familiarity with federal, state, and local building codes;
  • Understanding of construction materials and methodologies;
  • Proficiency in engineering and design standards;
  • Computer skills, including Microsoft Office Suite;
  • Strong oral and written communication abilities;
  • Capability to collaborate with engineers and contractors to resolve inquiries.
Minimum Training and Experience:
  • Bachelor's degree in engineering, building construction, or a related field;
  • One year of experience in inspection and plan review;
  • An equivalent combination of training and experience may be considered.
Licensing and Certifications:
  • Mechanical Plans Examiner, Mechanical & Fuel Gas Inspection certification required.
Environmental Hazards: The role may involve travel within the City and exposure to various physical conditions.

Physical Requirements: The position requires the ability to manage multiple tasks under time constraints, with frequent interruptions. Regular visual, auditory, and manual dexterity is necessary, along with the ability to perform light physical work.
