Team Dynamics:


The Office of Development spearheads the execution of the Mayor's Housing Plan, aiming to create or preserve a substantial number of affordable housing units.

This effort involves close collaboration with HPD staff, various city and state agencies, and the New York City Housing Development Corporation (HDC).

The Office of Development comprises several divisions:

  • Executive Office Operations and Policy
  • Division of Compliance and Enforcement
  • Division of Housing Incentives
  • Division of Building & Land Development Services
  • Division of New Construction Finance
  • Division of Homeownership Opportunities & Preservation
  • Division of Preservation Finance
  • Division of Special Needs Housing
  • Division of Portfolio Management and Conversion

Your Contribution:

The Tax Incentive Programs unit within the Division of Housing Incentives oversees a range of tax abatement and exemption initiatives designed to support both private and publicly-subsidized rehabilitation and new construction projects throughout the city.

These programs are governed by state and local regulations, necessitating a thorough understanding of all requirements and a meticulous attention to detail.

As an Intake Specialist for the Tax Incentive Program, you will acquire essential knowledge in one of the most intricate and sought-after tax benefits available for new residential construction.


Key Responsibilities:


Under general supervision, the Intake Specialist will undertake significant responsibilities in managing the initial application submissions and all incoming communications from applicants.

This role involves regular coordination with analysts, senior staff, and external partners.


  • Ensure timely receipt and accurate recording of applications by entering data into required databases and maintaining an organized electronic filing system.
  • Manage all external communications, ensuring they are properly filed electronically with applications.
  • Conduct research using public and internal databases to verify initial application details.
  • Track received documentation and generate correspondence as necessary.
  • Identify and analyze eligibility issues and troubleshoot application problems.
  • Monitor and maintain the integrity of electronic data for all communications.
  • Respond promptly and courteously to applicants and the public via in-person interactions, telephone, and electronic means.
  • Demonstrate proficiency in program policies, procedures, and requirements to accurately address inquiries and assist applicants in understanding the application process.
  • Support senior staff with special projects as required.

Preferred qualifications include a baccalaureate degree from an accredited institution and two years of experience in community work or related activities, or a high school diploma with six years of relevant experience. All candidates must possess at least one year of experience as described above.

  • Keen attention to detail and exceptional organizational skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
