Job Summary:

The Asheville-Buncombe Air Quality Agency is seeking a dedicated administrative professional to manage and coordinate financial and administrative services for the agency and board. The successful candidate will work collaboratively with team members, interact with residents and various county departments, state, and federal partners, and provide technical assistance to industries regarding sources of pollution, regulations, and permitting requirements.

Key Responsibilities:
  • Manage and coordinate financial services and administrative needs for the agency and board.
  • Provide technical assistance to industries regarding sources of pollution, regulations, and permitting requirements.
  • Conduct compliance assistance activities and recommend enforcement action based on file review, compliance history, and onsite compliance evaluations.
  • Prepare the annual department budget in consultation with the Director.
  • Provide grant management for all grants, including maintaining a comprehensive customized financial record keeping system to ensure time/date-sensitive allocations to each system are accurate and verifiable for each of the various grant obligations and programs.
  • Stay informed on current air quality regulations and industry developments by reading technical literature, attending classes, and participating in EPA and industry webinars and workshops.
  • Office liaison and point of contact with the Budget, Finance, and IT Departments to complete payroll, maintain the agency's website, publish public notices and news stories, and ensure all staff members have the computer hardware, software, telephones, and cell phones they need to effectively perform their duties.
  • Perform administrative duties for air quality board including sending out agendas, taking minutes, maintaining mailing lists, coordinating with CAPE to livestream meetings, issuing public notices for meetings.
  • Assist the director in writing and maintaining business plan.
  • Coordinate training for agency staff, prepare quarterly or annual reports for agency activities, represent agency on county committees in coordination with other departments, send out social media posts and daily air quality forecasts.
Requirements:
  • Bachelor's degree or equivalent in business, accounting, environmental studies or environmental science or a related field.
  • Three (3) years of experience in environmental control work, business, or accounting; or an equivalent combination of education and experience.
