Job Overview

Orbis Operations is in search of a Program Control Analyst to enhance our finance department. We are looking for a seasoned professional with extensive knowledge of government contracting and expertise in Deltek Costpoint. This role is pivotal in securing the financial health of our projects by collaborating with Project Leaders to ensure precise and timely processing of costs and revenues, billing, collections, monthly reporting, and forecasting.

The successful candidate will possess robust project management skills, technical knowledge, and business insight, delivering essential financial analysis to optimize our contract vehicles while safeguarding profitability. This position primarily requires in-office attendance, though there is some flexibility for remote work.

Key Responsibilities
  • Contract Management: Evaluate new and modified contracts, partner with Project Managers, and develop and maintain project charters and comprehensive schedules. Ensure internal approvals are facilitated and updates are communicated to relevant parties. Maintain essential documentation and initiate necessary project administrative actions.
  • Deltek Costpoint Management: Enter new contracts and modifications into the Deltek Accounting System, including contract values, schedules, workforce management, billing rates, and revenue configurations.
  • Collaboration with Stakeholders: Engage closely with Divisional Executives, Project Managers, technical leads, Contracts, and Accounting teams, and interact with Clients, subcontractors, and others as needed to fulfill key responsibilities.
  • Government Compliance Reporting: Prepare and submit reports for government contracting, including Program Management Plans (PMPs), Monthly Status Reports (MSRs/MCSRs), and Closeout documentation. Attend and coordinate Post Award Orientations and related status meetings.
  • Resource and Financial Oversight: Analyze and monitor resource management across projects, including financial oversight of Fixed Priced Level of Effort contracts.
  • Invoicing and Accounts Receivable: Generate and issue invoices in accordance with client billing schedules and requirements, record invoices in Deltek Costpoint, monitor accounts receivable, and follow up on overdue accounts.
  • Financial Analysis and Reporting: Conduct internal financial management, analysis, and reporting for projects, including scheduling, utilization, Estimates to Complete (ETC) and Estimates at Completion (EAC) preparation, revenue, profitability, accounts receivable status, and cost projections.
  • Support for Proposals, Pricing, and Budgeting: Prepare, analyze, and maintain financial data to assist with proposals, pricing, financial management, and forecasts. Aid in annual planning, baseline development, variance analyses, and cost estimating.
  • Training and Coordination: Organize monthly Project Manager Meetings and provide annual training and guidance on relevant financial management practices.
Qualifications
  • Education: Bachelor’s degree in Business, Finance, or a related field.
  • Experience: Over 8 years of program coordination, billing, and/or contracts experience within the U.S. government contracting sector.
  • Technical Skills: Recent experience with Deltek Costpoint is essential. Proficiency in financial and operational reporting with the ability to perform these functions independently and with meticulous attention to detail.
  • Software Proficiency: High proficiency in Microsoft Office, especially Excel (formulas, functions, charts, and data management).
  • Communication Skills: Exceptional verbal and written communication skills in English, along with strong interpersonal abilities.
  • Organizational Skills: Proven organizational abilities, including attention to detail, time management, and problem-solving skills.
