The Senior Financial Analyst plays a crucial role within our Program Management Organization (PMO), managing a diverse portfolio of IT investments for government entities. We are in search of a dedicated and skilled Financial Analyst to assist in the financial oversight and budgeting operations for our government clients in the Washington, DC area. This role encompasses a variety of financial analysis responsibilities, including budget development, financial forecasting, and performance metrics evaluation. The ideal candidate will possess a robust understanding of government financial systems and the analytical skills necessary to improve financial decision-making.

Eligibility Criteria:

  • U.S. Citizenship is mandatory.
  • Candidate must be eligible to obtain Public Trust clearance.
  • This position requires onsite presence for at least 2-3 days each month, with additional days as required.

Qualifications and Experience:

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline.
  • A minimum of 8 years of financial analysis experience, ideally within a government context.
  • In-depth knowledge of federal budgetary processes and regulations.
  • Strong grasp of financial principles, accounting standards, and industry practices.
  • Expert proficiency in Microsoft Excel and familiarity with federal financial management systems.
  • Exceptional analytical, quantitative, organizational, and problem-solving abilities.
  • Proven capability in both written and verbal communication to convey complex concepts and foster consensus.
  • Advanced skills in Microsoft Office Suite, particularly in Excel for managing large datasets using formulas, pivot tables, charts, and graphs to create insightful analyses and reports.
  • Experience in developing, maintaining, and analyzing financial data in spreadsheets with meticulous attention to detail.
  • Ability to integrate Excel with other Microsoft Office applications for reporting and presentation purposes.
  • Knowledge of federal financial reporting and tracking standards.
  • Comprehensive understanding of Capital Investment and Operations funding categories and their management processes.
  • Experience in preparing financial reports and presentations for senior management and stakeholders.
  • Capability to devise strategic plans that align with long-term program goals.
  • Analytical mindset adept at resolving complex financial challenges and making data-driven decisions.
  • Strong collaboration skills to effectively engage with cross-functional teams regarding financial status.
  • A detail-oriented approach to data accuracy and financial analysis.
  • Strong organizational skills to handle multiple projects and meet deadlines in a fast-paced environment.

Preferred Qualifications:

  • MBA or other advanced degree in a relevant field.
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA).
  • Previous experience with federal contracting.
  • Proficiency in creating and implementing interactive dashboards for data visualization and interpretation.

Key Responsibilities:

  • Data Analysis: Collect and analyze financial data to provide informed recommendations for short-term and long-term financial strategies.
  • Financial Tracking: Monitor obligations and expenditures to ensure adherence to budgetary guidelines and financial policies. Develop annual spending plans.
  • Budgeting: Assist in the formulation, creation, and coordination of budgets in compliance with federal regulations and industry best practices.
  • Financial Forecasting: Evaluate financial trends and project future revenues and expenses to inform strategic financial planning.
  • Performance Evaluation: Assess the financial performance of the organization against strategic objectives and competitors.
  • Reporting: Generate monthly, quarterly, and annual financial reports detailing the financial status and health of programs. Report submissions will include financial data and metrics for internal and external stakeholders as well as government agencies. Conduct ad-hoc financial analyses as requested by management or clients.
  • Advisory: Offer insights to management regarding financial performance, including cost efficiencies.
  • Financial Modeling: Develop advanced models to forecast financial performance under various scenarios and support long-term financial planning initiatives.
  • Collaboration: Collaborate closely with team members and project managers to analyze cost structures and financial risks.
