The Team
The Global Policy & Advocacy (GPA) division aims to understand and influence public policy discussions that impact our work, garner support for key program and policy objectives, and forge partnerships that advance our mission on both national and global stages. Recognizing that our resources alone cannot address the challenges we face, GPA also champions advocacy initiatives that engage a wide range of stakeholders and promote innovative solutions to meet our program goals. We collaborate closely with grantees and colleagues across various programs to create an environment where everyone can lead healthy and productive lives.

The Program Advocacy and Communications team collaborates with program teams and other GPA divisions to achieve policy and funding objectives by:

• Formulating and coordinating advocacy and communication strategies.
• Utilizing leadership and organizational voice to execute advocacy plans.
• Managing a grant portfolio aimed at achieving advocacy results.
• Engaging directly with sector leaders, influencers, media, and government officials to realize advocacy goals.
• Leading targeted communications to support advocacy objectives.
• Crafting policy recommendations in collaboration with programmatic and regional offices.

Your Role

The Senior Program Officer (SPO) will act as the global lead for the PAC strategy concerning Malaria. You will spearhead initiatives in collaboration with the PAC Malaria team and various foundation teams to refine, implement, and assess advocacy and communication strategies that align with our Malaria objectives. This role involves engaging with policy and funding agencies globally, particularly in Sub-Saharan Africa, South-East Asia, and Latin America. You will support the foundation's Malaria strategies and collaborate across Program and Strategy Team (PST) initiatives focusing on research and development for vector control, malaria prevention, treatment, and sustainable delivery systems for interventions aimed at reducing malaria prevalence in high-burden countries and those nearing elimination.

Within the PAC Infectious Diseases team, which also encompasses advocacy for NTDs, HIV, and TB, you will dedicate approximately 10% of your time to advocacy beyond Malaria. You will also be responsible for participating in individual and group learning initiatives to enhance diversity, equity, and inclusion within the foundation and our work.

Key Responsibilities
  • Collaborate with the PAC Malaria team, program teams, and regional offices to update, implement, and evaluate PAC Malaria strategies that include tailored approaches and assessments of political economies, ensuring sustainability and impact.
  • Work with other program officers to develop, refine, and assess advocacy and communication strategies that support the foundation's Malaria objectives.
  • Manage a portfolio of investments, conducting research and analysis to strengthen recommendations, overseeing budgets, and related grant processes.
  • Create medium-term execution plans aligned with Malaria PAC and PST strategies.
  • Lead high-impact partnerships, grants, coalitions, and advocacy campaigns, fostering relationships within the Malaria community at various levels.
  • Serve as the initiative lead for Malaria GPA initiatives, linking Malaria with other health and development priorities.
  • Act as a point of contact for strategy and portfolio matters for internal and external partners, building partnerships across sectors to enhance Malaria strategy implementation.
  • Represent the foundation's strategies to external audiences through presentations, conferences, and meetings.
  • Identify and manage key risks at the portfolio level, developing mitigation and contingency plans.
  • Collaborate with peers to ensure consistent approaches and rigorous portfolio management across PAC Infectious Diseases.
  • Consult with partners to maximize project impact and facilitate learning, including site visits and stakeholder meetings.
  • Produce clear and insightful briefings, reports, and updates on key Malaria issues for foundation leadership.
  • Engage in learning from the program strategy team and GPA and PAC Diversity, Equity & Inclusion (DEI) efforts to advance our commitments.
  • Participate in cross-PAC initiatives to enhance integration and maintain a cohesive culture.


Qualifications
  • Bachelor's degree in public policy, international relations, public health, development, or a related field with over 10 years of senior-level experience in leading advocacy strategies in global health and development.
  • Understanding of advocacy and communication's role in raising awareness of global health issues and shaping support from governmental and non-state organizations.
  • Experience in global advocacy, particularly in collaboration with organizations in donor countries and regions with high infectious disease burdens.
  • Familiarity with the factors influencing Malaria epidemics and broader global health issues, as well as the networks supporting malaria programs.
  • Experience in designing and leading resource mobilization strategies is a plus.
  • Knowledge of bilateral and multilateral institutions and their mechanisms for policy-making and funding development programs.
  • Proven ability to inspire and influence others positively while building collaborative relationships.
  • Strong project and team leadership skills, capable of guiding strategy development through execution.
  • Excellent communication skills, able to synthesize information for diverse audiences.
  • Experience managing a grants portfolio with responsibilities for grant-making and management.
  • Experience in developing and managing complex projects in support of policy initiatives at various levels.
