The Global Policy & Advocacy (GPA) division is focused on understanding and influencing public policy discussions that impact our mission. We aim to garner support for our key programmatic and policy objectives while forming partnerships that can further our goals on both national and global scales. We collaborate closely with grantees and various teams within the foundation to create an environment where everyone can achieve their potential.

The Program Advocacy and Communications team collaborates with program teams and other GPA divisions to fulfill their policy and funding objectives by:

• Crafting and executing advocacy and communication strategies.
• Utilizing leadership and foundation messaging to advance advocacy initiatives.
• Managing a grant portfolio aimed at achieving advocacy results.
• Engaging directly with sector leaders, influencers, media, and government representatives to secure advocacy outcomes.
• Leading communications efforts focused on specific issues to support advocacy goals.
• Collaborating with programmatic and regional offices to develop policy recommendations.

Your Role

The Senior Program Officer (SPO) will act as the global strategy lead for Malaria within the PAC team. You will oversee the refinement, implementation, and evaluation of advocacy and communication strategies that align with the foundation's Malaria initiatives. This role involves engaging with policy and financing agencies on a global scale, particularly in Sub-Saharan Africa, South-East Asia, and Latin America. You will contribute to the foundation's Malaria strategies and collaborate across Program and Strategy Team (PST) initiatives focusing on research and development for vector control, malaria prevention, treatment, and equitable delivery of interventions in high-burden and elimination-target countries.

As part of the PAC Infectious Diseases team, which also encompasses advocacy for NTDs, HIV, and TB, you will dedicate approximately 10% of your time to advocacy efforts beyond Malaria. You will also be responsible for participating in both individual and collective learning initiatives aimed at enhancing diversity, equity, and inclusion within the foundation and its work.

Key Responsibilities
  • Collaborate with the PAC Malaria team, program teams, and regional offices to update, implement, and assess PAC Malaria strategies that ensure sustainability and synergy with other foundation initiatives.
  • Individually and collaboratively develop, refine, and evaluate advocacy and communication strategies supporting the foundation's Malaria objectives.
  • Manage a portfolio of investments, conducting research and analysis to strengthen recommendations and oversee budgetary and grant-making processes.
  • Create medium-term execution plans aligned with Malaria PAC and PST strategies.
  • Lead impactful partnerships, grants, coalitions, and advocacy campaigns, fostering relationships within the Malaria community.
  • Serve as the initiative lead for Malaria GPA initiatives, linking Malaria with broader health and development priorities.
  • Act as a liaison for strategy and portfolio matters with internal and external partners, building partnerships across sectors.
  • Represent the foundation and its strategies to external audiences through presentations, conferences, and meetings.
  • Identify and manage key risks at the portfolio level, developing mitigation and contingency plans.
  • Collaborate with peers to ensure consistent portfolio management across PAC Infectious Diseases.
  • Consult with partners to maximize project impact and facilitate learning through site visits and stakeholder meetings.
  • Produce clear and insightful briefings, reports, and updates on key Malaria issues for foundation leadership.
  • Engage in learning and diversity, equity, and inclusion efforts to advance our commitments.
  • Participate in cross-PAC initiatives to enhance integration and maintain a dynamic culture.


Qualifications
  • Bachelor's degree in public policy, international relations, public health, development, or a related field, with over 10 years of senior-level experience in global health advocacy.
  • Comprehensive understanding of advocacy and communication's role in raising awareness and shaping support for global health issues.
  • Experience in global advocacy, particularly in partnership with organizations in donor countries and regions with high infectious disease burdens.
  • Knowledge of the factors driving Malaria epidemics and global health issues, with insights into networks supporting malaria initiatives.
  • Experience in designing resource mobilization strategies is preferred.
  • Familiarity with bilateral and multilateral institutions and their policy-making processes.
  • Proven ability to inspire and influence others while fostering collaborative relationships.
  • Strong project and team leadership skills, capable of guiding strategy development and execution.
  • Excellent communication skills, adept at synthesizing information for diverse audiences.
  • Experience managing grants, with a focus on policy initiatives and advocacy programs.
  • Proven track record in managing complex projects at various levels.
