The Team
The Global Policy & Advocacy (GPA) division is tasked with understanding and influencing public policy discussions that impact our mission. We aim to garner support for our key program and policy objectives while forging partnerships that can help advance our goals both nationally and internationally. Recognizing that our resources alone cannot address the challenges we face, GPA also champions advocacy initiatives that engage a diverse array of stakeholders to promote innovative solutions that align with our program objectives. Our collaborative efforts involve working closely with grantees and various internal teams to create an environment where everyone can lead healthy and productive lives.

The Program Advocacy and Communications team collaborates with program teams and other GPA divisions to achieve their policy and financial objectives by:

• Formulating and executing advocacy and communication strategies.
• Utilizing leadership and organizational voice to drive advocacy initiatives.
• Managing a grant portfolio aimed at achieving advocacy results.
• Engaging directly with sector leaders, influencers, media, and government representatives to secure advocacy outcomes.
• Leading targeted communications to support advocacy objectives.
• Crafting policy recommendations in collaboration with programmatic and regional offices.

Your Role

The Senior Program Officer (SPO) will take the lead on the global PAC strategy for Malaria. You will spearhead efforts in collaboration with the PAC Malaria team and other foundation teams to refine, implement, and assess advocacy and communication strategies that bolster our Malaria initiatives. This role involves engaging with policy and financing entities globally, particularly in Sub-Saharan Africa, South-East Asia, and Latin America. You will support our Malaria strategies and collaborate across Program and Strategy Team (PST) initiatives focused on research and development for vector control, malaria prevention, treatment, and the equitable delivery of interventions aimed at reducing malaria prevalence in high-burden regions.

As part of the PAC Infectious Diseases team, which also encompasses advocacy for NTDs, HIV, and TB, you will allocate approximately 10% of your time to advocacy efforts beyond Malaria. You will also be responsible for contributing to individual and group learning initiatives aimed at enhancing diversity, equity, and inclusion within our organization and our work.

Key Responsibilities
  • Collaborate with the PAC Malaria team, program teams, and regional offices to update, implement, and evaluate PAC Malaria strategies that ensure sustainability and align with other foundation initiatives.
  • Individually and collaboratively develop, refine, and evaluate advocacy and communication strategies that support our Malaria objectives.
  • Manage a portfolio of investments, conducting research and analysis to enhance investment recommendations and oversee budgetary processes.
  • Create medium-term execution plans aligned with Malaria PAC and PST strategies.
  • Lead complex partnerships, grants, coalitions, and advocacy campaigns, fostering relationships within the Malaria community at various levels.
  • Act as the initiative lead for Malaria GPA initiatives, connecting Malaria with other health and development priorities.
  • Serve as a liaison for strategy and portfolio matters with internal and external partners.
  • Represent the organization and its strategies to external stakeholders through presentations and meetings.
  • Identify and manage risks at the portfolio level, developing mitigation plans as necessary.
  • Collaborate with peers to ensure consistency in portfolio management across PAC Infectious Diseases.
  • Engage with partners to maximize project impact and facilitate learning opportunities.
  • Produce clear and insightful briefings, reports, and updates on key Malaria issues for leadership.
  • Participate in program strategy team efforts and diversity, equity, and inclusion initiatives.
  • Contribute to cross-PAC efforts to enhance integration and impact.


Qualifications
  • Bachelor's degree in public policy, international relations, public health, development, or a related field, with over 10 years of senior-level experience in global health advocacy.
  • Understanding of advocacy and communication's role in raising awareness of global health issues and influencing support.
  • Experience in global advocacy and collaboration with organizations in donor countries and regions with high infectious disease burdens.
  • Knowledge of the factors driving Malaria epidemics and related global health issues.
  • Experience in resource mobilization strategies is a plus.
  • Familiarity with bilateral and multilateral institutions and their funding mechanisms.
  • Proven ability to inspire and influence others while building collaborative relationships.
  • Strong project and team leadership skills, capable of guiding strategy development and execution.
  • Excellent communication skills, able to synthesize information for diverse audiences.
  • Experience managing grants and complex projects in support of advocacy initiatives.
