Position Overview:


This role is pivotal in supporting the Child Welfare (CW) Program Manager in the operational activities of the Grand Rapids CW Foster Care, Adoption, and Licensing initiatives.

The Associate Program Manager is responsible for training and guiding CW supervisors, as well as assisting in the recruitment, training, and oversight of these supervisors.

This position oversees both internal and external reporting, offers training and technical support to staff, and serves as a liaison with the Department of Health and Human Services (DHHS) and the West Michigan Partnership for Children (WMPC) to enhance service delivery.

The Associate Program Manager is also tasked with managing quality assurance and compliance efforts within Kent County Child Welfare. This includes the preparation of ongoing performance reports and collaboration with the Agency's CW Compliance Officer to ensure quality outcomes. Working alongside the Program Manager, this position is integral in executing the program's quality assurance and improvement strategy.

This role represents the Agency in various forums and bodies, including audits conducted by the Division of Child Welfare Licensing (DCWL) and WMPC.

Additionally, the Associate Program Manager aids CW supervisors in implementing continuous enhancements in service delivery and agency operations.

This position acts as the primary contact for payment authorizations and the Michigan Statewide Automated Child Welfare Information System (MISACWIS) across all CW locations.


Annual Salary Range:
$57,000 - $64,117.00

Key Responsibilities:


- Assist the Program Manager with daily operations for the Child Welfare (CW) foster care, licensing, and adoption programs.

- Supervise CW Supervisors as necessary.

- Provide support during placement crises as required.

- Serve as a liaison between the Grand Rapids CW programs and the Agency's Quality and Compliance department for quality assurance and improvement initiatives, as well as accreditation and program outcomes.

- Generate reports utilizing individual and case-level data.

- Aid in developing methodologies to assess the performance of CW care programs.

- Align evaluation methodologies and performance indicators with those used in other Agency reports.

- Provide data and analysis to facilitate the operation of CW programs.

- Collaborate closely with the Agency's IT and other support departments to identify strategies for gathering necessary program information.

- Deliver, at a minimum, quarterly analyses and reports on data for various quality management and improvement projects.

- Facilitate program evaluations in conjunction with staff through outcome development and reporting.

- Implement a feedback system to address programmatic and systemic improvement opportunities while fostering a culture of enhancement.

- Consult with the Program Director and GR Program Manager regarding any external and internal reviews/audits, ensuring the implementation and monitoring of all corrective action plans.

- Act as the primary contact for MiSACWIS and Extended Reach concerning technical assistance, including but not limited to initiating and following up on MiSACWIS helpdesk tickets, payment authorizations, caseload assignments, case closures, placement moves, and case status changes for all CW locations as needed.

- Provide direct supervision to staff as necessary.

- Manage a CW caseload during staffing crises as needed.

- Review reports for grammar and content compliance with established rules and policies.

- Attend court hearings and provide testimony as required.

- Facilitate supervisor and team meetings to communicate essential information to staff.

- Compile data to report on contractual obligations at least quarterly as needed.

- Assist with client transportation as necessary.

- Drive for Agency business.

- Undertake other special assignments as requested by the supervisor.


Required Knowledge, Skills, and Abilities:
- Ability to comprehend group dynamics and foster team building.

- Familiarity with state and local human service systems and resources, particularly in relation to child and family services.

This position requires reliable transportation and a valid Michigan driver's license with a good driving record, as well as personal auto insurance as mandated by law. The candidate must be willing to work irregular hours, including evenings, holidays, and weekends, and must submit to Agency-approved background checks.

Preferred Qualifications:
Education:
A Bachelor's Degree in Human Services or a related field with 5 years of relevant supervisory experience, or;


A Master's Degree in Human Services or a related field with 4 years of relevant supervisory experience.


Experience:


A minimum of 5 years of relevant supervisory experience with a Bachelor's Degree in Human Services or a related field, or; a minimum of 4 years of relevant supervisory experience with a Master's Degree in Human Services or a related field.

A minimum of two years of experience with MISACWIS is required.

A minimum of one year of experience with WMPC is required.

Certificates, Licenses, Registrations:
None required, but a valid and current State of Michigan Social Work licensure is preferred.

Supervisory Responsibilities:
This position includes management and supervisory responsibilities for subordinates.
