Position Summary:
The Regulatory Compliance Manager will oversee the process of acquiring necessary permits for the establishment and upkeep of DQE's infrastructure, which includes towers, antennas, and fiber optic networks. This role requires collaboration with power utilities, telecommunications companies, and various governmental agencies to ensure adherence to regulatory standards, manage permit submissions, and address any permitting challenges that may arise. The Regulatory Compliance Manager will also lead and mentor a dedicated team of permit coordinators and specialists. This is a hybrid position, requiring local residency.


Key Responsibilities:

  • Lead the team to provide direction and ensure achievement of performance and development objectives.
  • Manage the preparation, submission, and monitoring of permit applications for all utility and telecommunications infrastructure projects.
  • Ensure compliance with local, state, and federal regulations, remaining updated on regulatory changes and integrating them into the permitting processes.
  • Act as the primary contact for government agencies and regulatory bodies, fostering relationships to facilitate efficient permit approvals.
  • Collaborate closely with project managers, engineers, and other stakeholders to align permit requirements with project timelines.
  • Guarantee that all permit submissions meet the necessary project specifications.
  • Develop and maintain a comprehensive database for tracking permit applications, approvals, and communications.
  • Provide regular updates on permit status and project advancements for management review.
  • Resolve any issues or delays in the permitting process promptly.
  • Train the permitting team to ensure a thorough understanding of network design requirements.
  • Advocate for the company's interests while navigating regulatory complexities.
  • Assess and enhance permitting processes to boost efficiency and minimize processing times.
  • Implement best practices and leverage innovative technologies as appropriate.

Required Skills and Qualifications:

  • In-depth knowledge of telecommunications construction standards, utility regulations, and relevant local, state, and federal laws.
  • Exceptional leadership, communication, and organizational capabilities.
  • Familiarity with project management software and permitting systems.
  • Detail-oriented with the ability to manage multiple projects concurrently.
  • Proactive problem-solving skills and a strong sense of teamwork.
  • Proficiency in Microsoft Office Suite and experience with databases and spreadsheets.
  • Able to collaborate effectively with various departments on projects.
  • Maintain a positive and professional demeanor at all times.

Education and Experience:

  • Bachelor's degree in Business Administration, Environmental Science, Urban Planning, or a related discipline. An advanced degree or relevant certification (e.g., PMP) is a plus.
  • A minimum of 5 years of experience in permit management, particularly within the telecommunications sector.
  • Experience in managing or leading a team is essential.
