Job Summary

The Executive Director of Human Resources and Organizational Development is a key member of the InsideHigherEd leadership team, responsible for developing and implementing strategic HR initiatives that drive business results and support the organization's mission.

Key Responsibilities
  • Strategic Human Resources Business Partner
    • Advise senior leaders on employee relations and workforce management issues;
    • Provide executive-level direction, guidance, and policy formation for all employment and personnel operations;
    • Lead efforts to improve the department's effectiveness and efficiency;
    • Partner with senior leaders to develop strategies and opportunities to recruit and retain a diverse workforce;
  • Policy Development and Compliance
    • Implement board and college policies to further strategic objectives;
    • Develop and maintain affirmative action plans in compliance with federal law and college policy;
    • Ensure compliance with all applicable HR regulations, including ADA, Sexual Harassment, Discrimination, FMLA, and Workers Compensation;
    • Ensure compliance and consistency in practices related to collective bargaining agreements;
  • Human Resource Program Development and Department Staff Oversight
    • Supervise the administration of automated college personnel, payroll, and benefits systems;
    • Review and improve performance evaluation programs for exempt and classified staff;
    • Manage and lead a team of professional Human Resources staff, including benefits, payroll, recruitment, training, and employee relations;
    • Develop comprehensive training programs to create a skilled, committed workforce;
    • Develop a strong and effective recruitment and employment program to ensure diversity, quality staffing, and employee retention;
    • Lead talent management initiatives, including performance management, annual performance reviews, and leadership development;
    • Manage classification and compensation programs to ensure employees are correctly and competitively compensated;
  • Employee/Labor Relations
    • Identify trends and issues related to employee relations and develop proactive solutions;
    • Serve as a lead point of contact for employees and managers regarding workplace conflicts, grievances, and disciplinary concerns;
    • Conduct thorough investigations into employee complaints and allegations of misconduct;
    • Participate and co-lead negotiations with labor unions to establish or renew collective bargaining agreements;
    • Recommend and implement solutions to address workplace conflicts and promote productive labor relations;
    • Advise management and HR on labor law matters, including union organizing campaigns and unfair labor practices;
    • Interpret and enforce provisions of collective bargaining agreements;
Requirements
  • Bachelor's Degree in business administration, public administration, human resources management, organizational development, or a related field;
  • 5+ years of experience supervising or managing a human resources function in a private, governmental, or college environment;
  • Experience operating in a union environment and conducting union contract negotiations;
  • Understanding of personnel practices and of state and federal laws relating to classified personnel and affirmative action;
  • Certifications in Title IX and knowledge of the Deputy Title IX Coordinator role;
Preferred Qualifications
  • Master's Degree in a related field and/or certification by SHRM or HRCI;
  • Human resources management experience in community or technical colleges in Washington State;
  • Experience managing or supervising an operational work unit outside of Human Resources functional areas;
