Position Overview: Non-Merit vacancies are available within the Department of Housing and Community Development, specifically in HUD Inspections.

Classification: Non-Merit roles are not categorized within the Baltimore County Government Classification and Compensation Plan.

Eligibility: A list of qualified candidates will be generated based on the evaluation process outlined below. Current and future openings in this classification may be filled from this list.

Responsibilities: Under general supervision, the officer inspects and oversees the inspection of construction, repair, and modification of buildings and structures. This role also involves inspecting buildings, structures, and grounds to ensure adherence to building, electrical, plumbing, and livability codes, zoning laws, and other relevant regulations that impact community health, safety, and aesthetics.

Key Duties Include:

  • Conducting and participating in inspections of building, electrical, and plumbing construction and alterations to ensure compliance with approved plans and codes.
  • Inspecting sites for which permit applications have been submitted.
  • Ensuring compliance with zoning laws and livability codes through thorough inspections of buildings and grounds.
  • Conducting inspections of electrical, plumbing, gas, and on-site utility installations.
  • Investigating complaints regarding potential violations of building, electrical, plumbing, livability codes, and zoning laws.
  • Providing guidance to contractors, landlords, and the public on compliance with laws and regulations.
  • Reviewing and authenticating petitions for zoning reclassifications and variances.
  • Preparing cases and testifying at hearings and court proceedings related to code enforcement.
  • Maintaining detailed records of inspection activities and preparing reports.

Additional Duties: Other related responsibilities may be assigned as necessary.

Qualifications:

Applicants must possess a high school diploma or an equivalent qualification, along with three years of experience in building, electrical, plumbing inspection, construction, zoning inspection, or livability inspection work. Additional experience may substitute for education on a year-for-year basis, and further education in construction technology or engineering may also be considered.

Knowledge, Skills, and Abilities:

  • Understanding of building, electrical, plumbing, zoning, and livability inspection principles and practices.
  • Comprehensive knowledge of relevant codes and standards.
  • Proficiency in conducting inspections and interpreting codes.
  • Ability to communicate effectively with various stakeholders.
  • Capability to maintain accurate records and complete inspection reports.

Licenses and Certifications:

A valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. Some positions may necessitate registration as a Journeyman or Master Plumber or as a Master General Electrician in Baltimore County.

Physical Requirements: The role involves walking, standing, climbing, and lifting moderate-weight objects. Frequent travel between inspection sites and exposure to varying weather conditions are part of the job.
