Key Responsibilities:

Under general supervision, this position involves inspecting the construction, repair, and modification of buildings and structures. The officer will also inspect properties to ensure adherence to building, electrical, plumbing, and livability codes, zoning regulations, and other laws pertaining to community health, safety, and aesthetics.

The officer will:

  • Conduct inspections of building, electrical, and plumbing projects to ensure compliance with approved plans and codes.
  • Inspect sites for which permit applications have been submitted.
  • Ensure compliance with zoning laws and livability codes.
  • Inspect installations related to electrical, plumbing, gas, and utility services.
  • Investigate complaints regarding potential violations of building, electrical, plumbing, and zoning codes.
  • Advise contractors, property owners, and the public on compliance with laws and regulations.
  • Review petitions for zoning changes, special exceptions, and variances.
  • Evaluate applications for various permits.
  • Prepare cases and provide testimony at hearings and court proceedings related to code enforcement.
  • Assist in the prosecution of code enforcement cases.
  • Maintain detailed records of inspection activities and prepare reports.

Additional Duties:

Perform other related responsibilities as required.

Qualifications:

Applicants must possess a high school diploma or an equivalent qualification, along with three years of experience in building, electrical, and/or plumbing inspections, construction, repair, maintenance, zoning inspections, or livability inspections. Additional experience may substitute for education on a year-for-year basis, and further education in construction technology or engineering may also substitute for experience up to a maximum of one year.

Licenses and Certifications:

A valid driver's license equivalent to a non-commercial, class C Maryland driver's license is required at the time of appointment. Some positions may require registration as a Journeyman or Master Plumber or as a Master General Electrician in Baltimore County.

Examination Procedure:

Applicants will be evaluated based on their training and experience as detailed in their application, including responses to supplemental questions. It is essential to clearly state the dates and duties of past and present experiences for evaluation purposes.

Employees in this classification may be required to work extended hours, including nights, weekends, and holidays. They may also be subject to call to duty as needed and must maintain proficiency in multiple areas of code inspection and enforcement.

Physical and Environmental Conditions:

This role involves physical activities such as walking, standing, climbing, stooping, and lifting moderate-weight objects. Frequent travel between inspection sites and exposure to various weather conditions are also part of the job.

Medical Examination and Background Investigation:

Selected candidates must successfully complete a physical examination, drug screening, and a thorough employment background investigation, which includes checks on criminal history, education verification, and fingerprinting.
