Main Purpose of Job

This position coordinates and assists in the implementation and oversight of the overall administrative procedures of the MOSH program. Those administrative processes include assisting with grant preparation, regional case processing procedures, cash reconciliation, and development of MOSH enforcement Instructions. As part of this process, this position prepares budgetary reports for both federal and state funding, and interacts with federal counterparts in updating their national database. This includes implementing changes and extracting data for management.\r

POSITION DUTIES

Oversees administrative activities in coordination with MOSH management to include:\r
\r
\r
■ Develop written administrative procedures and audit schedules to establish consistent data entry and reporting\r
within the agency, maintain compliance with federal and state requirements, and ensure legislative and federal\r
oversight audit findings are not repeated;\r
■ Perform routine audits at least quarterly of program and fiscal data to ensure accurate and timely reporting;\r
■ Analyze audit data and compile summary reports to present to management;\r
■ Recommend process changes and program adjustments to MOSH management based on analysis of data reports�and audit reviews;\r
■ Ensure MOSH is adhering to regulatory retention policies;\r
■ Develop and implement systems to automate and streamline administrative functions, and reduce errors in manual\r
data entry.\r
■ Train new and existing staff on agency administrative policies and procedures.\r
■ Coordinate administrative staff professional development training\r
■�Assists with preparation and research for federal reports, state reports, and interagency reports covering enforcement,�outreach, and consultation programmatic activity on monthly, quarterly and yearly (annual, state fiscal, and federal�fiscal) basis. Assists with preparation of agency budgets while performing roles within the agency's financial�management system. Assists with preparing agency grants. Assists the accountant to reconcile agency cash receipts�of $1.2 million per year.�\r

Duties may include:\r
■ Evaluate reporting requirements and reported data against agency needs.\r
■ Gather pertinent data from units and administration, and ensure data are accurate and comply with reporting\r
requirements;\r
■ Ensure procurement requests meet bid, minority, small business, and Maryland operated business requirements and\r
are coded with appropriate object coding before sent for approval.\r
■ Track progress of inspection, violation, and penalty data throughout the year and compare it to the negotiated\r
federal rates that are monitored quarterly.\r
■ Check internal data against federally provided data for validation and potential inconsistencies.\r
■ Track penalty payments to ensure accurate accounting, data entry, and reconciliation between OIS, bank\r
statements, and FMIS reports. Performs programmatic and administrative functions within the MOSH program to\r
include:\r
■ Assist with executing the State OSHA Annual Report, the Grassroots Annual Report, and the Maryland Annual\r
report.\r
■ Assist with tracking, implementing, and responding to Federal OSHA Directives, Standards, Regulations, Policies,�and Procedures that require State Plan response.\r
■ Serves as floating back-up Administrative Officer for citation issuance, procurement, purchasing, expense reports,�travel, timekeeping, human resources, and operations.\r

MINIMUM QUALIFICATIONS

Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Two years of administrative staff or professional work. \r

1. Candidates may substitute 30�credit hours from an accredited college or university for�one�year of the required experience.\r
2. Candidates may substitute the possession of a Bachelor's degree�from a college or university for the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience. \r
