Position Title: Security Contract Manager
Location: Washington, DC
Security Clearance Level: Secret

Key Responsibilities

The Security Contract Manager will provide essential security contract support to facilities, ensuring effective management of all visitor and staff security protocols. Key responsibilities include:

  • Creating and executing a comprehensive Project Management Plan and Integrated Master Schedule to outline activities, events, and document significant milestones for project execution.
  • Overseeing contractor personnel to guarantee fulfillment of all contractual obligations, adherence to quality standards, and achievement of performance expectations.
  • Collaborating with FPS to develop Visitor and Access Control organizational process assets for future projects, including document templates and procedural guidelines.
  • Facilitating project coordination among FPS Program Offices, project teams, senior management, and external stakeholders regarding Visitor Management and Access Control.
  • Developing training materials, presentations, spreadsheets, flowcharts, and diagrams to support FPS mission objectives, while tracking training requirements and database access for all VMAC personnel.
  • Providing recommendations and documentation for business process enhancements and potential reengineering, aligning suggestions with government and industry best practices.
  • Preparing reports (briefings, white papers, decision papers, and memoranda) on business process improvements and activities to ensure proper integration into FPS operations.
  • Offering insights on legal and regulatory reviews that may influence FPS business processes.
  • Identifying strategic opportunities to enhance compliance with DHS and Federal requirements within project management.
  • Leading discussions on critical issues requiring resolution, providing recommendations to senior management for decision-making.
  • Conducting quality control assessments of deliverables.
  • Assisting in the development of policy documents.
  • Overseeing the preparation, editing, and assembly of reports for meetings and presentations.
  • Supporting the creation, revision, and innovation of training materials.
  • Assisting FPS Security Management Branch staff in planning, controlling, and monitoring relevant program objectives, activities, and initiatives.
Qualifications
  • A minimum of twelve (12) years of experience in Project Management of small to medium operational teams, with at least 4 years in a Security Management role focused on safeguarding private, public, or federal facilities and personnel with medium to high-risk security responsibilities.
  • A bachelor's degree (BS/BA) in Public Administration, Business Management, Criminal Justice, or a related field is required.
  • Program/Project Manager Professional (PMP) certification is preferred.
  • Strong analytical abilities to collect, organize, analyze, and disseminate substantial amounts of information with attention to detail and accuracy.
  • Effective communication skills, both orally and in writing, in English.
  • Proficient in conducting detailed research and analysis of technical and cost data.
  • Ability to interpret management policies, regulations, and directives.
  • Proficiency in Microsoft Office 2010 or higher, including Access, Excel, and Project.
  • Capability to work effectively both independently and as part of a team.
  • Advanced organizational and leadership skills.
  • Ability to manage multiple projects simultaneously.
